This letter confirms on February 26, 2020 the Historic Preservation Commission approved with
conditions #CA19-127 for the property addressed 512 Estill Street, legally described as Block
102, Lot 4R2, College Heights Addition Grapevine Texas. The following was approved on this
Certificate of Appropriateness:
1. Renovate and expand the existing 1,042 square foot one-story single family
residence, placing it on a new foundation;
2. Construct a new 2,014 square foot addition to the side and rear of the house;
3. A variance was voted to allow the construction of the 674 square foot detached
garage, by combining the 500 square foot allowable garage with 174 square feet
of the allowable 200 square foot storage building, provided in the Preservation
Ordinance.
as per the attached drawings with the condition a permit be obtained from the Building
Department.
An approved Certificate of Appropriateness is not an approved building permit; a

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA19-127 for the property located at 512 Estill Street, legally
described as Block 102, Lot 4R2, College Heights Addition City of Grapevine to the
Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items:
1. Renovate and expand the existing 1,042 square foot one story single family residence
placing it on a new foundation;
2. Construct a 2,014 square foot addition to the side and rear of the house;
3. Construct a new 500 square foot 2-car detached garage in the rear yard of the house;
as per the attached drawings with the conditions a permit be obtained from the
Building Department.
BACKGROUND:
Certificate of Appropriateness application #CA19-127 was submitted by Tin Barn LLC/ Neal
Cooper on December 30, 2019.
Staff review of the plans with regard to the Historic Preservation Ordinance, finds the plans in
compliance with the Design requirements of the Ordinance.
The lot is 12,600 square feet in size. The existing house living area is 1,042, and with the
new addition of 2,041 totals 3,056 square feet which is within the maximum 3,400 square
feet allowed by the Preservation Ordinance. The detached garage is 500 square feet in size,
the maximum allowed. The building height is 21 feet. The building coverage of the lot would
be 37 per cent. The maximum allowable coverage is 40 per cent.
Staff recommends approval of #CA19-127 with conditions to renovate and expand the
existing 1,042 square foot one story single family residence placing it on a new foundation;
Construct a 2,014 square foot addition to the side and rear of the house; construct a new 500
square foot 2-car detached garage in the rear yard of the house with the conditions a permit
be obtained from the Building Department.

Meeting onsite with attending: Contractor Neal Cooper of Tin Barn; Historic Preservation Officer (HPO) David Klempin
and HPC Staff Mary Bush.
The Historic Preservation Commission reviewed this property in February 2020 and approved the property for:
1. Renovate and expand the existing 1,042 square foot one -story -single family residence placing it on a new
foundation;
2. Construct a 2,014 square foot addition to the side and rear of the house;
3. Construct a new 500 square foot 2-car detached garage in the rear yard of the house;
The rear interior of the structure has been neglected and left open to infestations; the original structure is sound and
was agreed to remain in place; Mr. Cooper said he would replace the foundation from behind the wall as he had done at
835 East Texas with the Ronny and Michelle Park home, The Mary Stone -Myer House. Therefore, the existing structure
would be lifted only one-time to set on the newly created foundation. HPO Klempin discussed the front porch canopy
added in 2006; he and Mr. Cooper would need to inspect the condition together when work is started. The HPO said As
Approved, keep the front fagade and stabilize. There is no addition to the east side of the house; with 2,014 square foot
addition to the west.
Upcoming:
820 East Texas discussed for the HPC November 17 meeting (Thanksgiving) discussed new addition roof height at
approximately 19 feet with 4/12 roof pitch.
301 East Wall Street buyer is working with Neal; HPO contacted by realtor.
Discussed as residential property; Now Highway Commercial would have to change zoning to R7.5;
HPO said within Township Boundary Residential use of properties originally built as houses, now zoned as commercial,
might be considered; since 2013 Ordinance.
