SUBJECT: APPROVAL OF A RESOLUTION TO CONTRACT FOR
ETHERNET 100 MBPS INTERNET CIRCUIT SERVICES FOR
ANOTHER YEAR
RECOMMENDATION:
City Council to consider approval of a Resolution to contract for Ethernet 100 MBPS
Internet Circuit services for another year forte Information Technology Department with
Quest Communications Company, LLB dba Centuryl-ink through a contract established
by the State of Texas Department of Information Resources (DI R), Communications
Technology Services (CTS) Cooperative Contracts Program.
FUNDING SOURCE:
Funding for this purchase is currently available in accounts 100-44525-101-2 (General
Fund/Utilities/City Manager/Technology) for $6,000.00 and 100-44525-120-1 (General
Fund/ Utilities/General Administration Services/Ad ministration) for $37,417.08 for a total
of$43,417.08.
BACKGROUND:
This purchase will be made in accordance with a contract established through the State
of Texas Department of Information Resources (DIR), Communications Technology
Services (CTS) Cooperative Contracts Program. The City is allowed to participate in this
program through our cooperative membership. Purchases through this program are
authorized under Texas Local Government Code, Chapter 271, Subchapter D and
Texas Government Code Chapter 2 2054.0565 (b).
Bids were taken by the Cooperative and a contract was awarded to Qwest
Communications Company, LLB dba Cent uryl-ink. IT staff and Purchasing reviewed the
contract for specification compliance and pricing and determined that the contract would
provide the best service and pricing meeting the needs of the City. The Cooperative
Purchasing Agreement satisfies all bidding requirements under the Texas Local
Government Code.

This request is to replace the current 45 MBPS DS3 circuit with a 100 MBPS Metro
Ethernet circuit. The City uses this type circuit for all incoming and outgoing e-mail as
weII as for all incoming and outgoing FTP transfers, DNS services and publishing
websites.
Staff recommends approval.

WHEREAS, the City of r vi , Texas is a local government in the State of
Texas and as sc is empowered by the xs Local Government Code, Chapter 271,

purchase item under a state contract refor satisfying any state law requiring local
governments to seek competitive i for the purchase of the service; and
WHEREAS, the State of s Department of Information Resources (DI R),
Communications Technology Services (CTS) Cooperative Co r cs program is
qualified purchasing program; and
WHEREAS, the City of Grapevine, Texas can participate in the to of Texas DIR,
CTS Cooperative Contracts Program through membership i #the Program and wishes to

Section That the City Council of the City Grapevine t oriz s the purchase
with s Communications o , LLC dba Centuryl-ink for Ethernet 100 MBPS
Internet Circuit line for one year for an amount not o exceed $43,417.08.
Section 3. That the City Manager, or his designee, is u riz all steps
necessary to consummate the purchase of said services.

Section 4. That this resolution shall take effect from and after the date of its
passage.
