HomeMy WebLinkAboutItem 18 - Water Treatment Plant Storage Tanks ii IM � l MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 6, 2012 SUBJECT: WATER TREATMENT PLANT STORAGE TANKS 1, 2, & 4 STRUCTURAL REPAIRS & PAINTING ENGINEERING SERVICES RECOMMENDATION: City Council consider awarding an Engineering Design and Construction Phase Services Contract to DeltaTek Engineering in the amount of $65,850, for the design and inspection of structural repairs and the interior and exterior painting of three ground storage tanks at the City's Water Treatment Plant, authorize staff to execute said contract and take any necessary action. FUNDING SOURCE: Funds are available from the Water Permanent Capital Maintenance Fund (W-PCMF) account 200-43370-534-0. BACKGROUND: Ground Storage Tanks 1, 2 & 4 at the City's Water Treatment Plant are showing signs of deterioration from age and are in need of rehabilitation and painting. Additionally, some grading work is also needed around Tank 1 to direct drainage water away from the tank's foundation. When Tank 4 was built in 1989, Tanks 1 & 2 were painted at that time. Paint on storage tanks typically lasts 12 to 15 years. In 2005, some minor rehabilitation work was performed on Tank 1 to maintain compliance with TCEQ regulations in conjunction with the construction of Tank 5. Additional rehabilitation and painting for Tank 1 as well as to Tanks 2 & 4 was postponed. Recent modifications to TCEQ regulations dictate access and vent modifications to the tanks. Additionally, rafter repairs are necessary in all three tanks. Finally, the condition of the three tanks interior and exterior paint surfaces has reached a point where re- painting is necessary Tank 3 is galvanized and does not require paint and Tank 5 is only seven years old. 0:l agenda12012103-06-121Clearwells at WTP February 29,2012(4:02PM) DeltaTek Engineering is a company that specializes in design and construction inspection services for ground and elevated water storage tanks. We have relied upon them to provide condition assessment, design and construction inspection services to the City of Grapevine since 2001. They have a thorough knowledge of our water storage network. Staff recommends approval of the design contract and inspection services in the amount of$65,405. JSLIKC 0:\agenda 12012103-06-121Clearwells at WTP February 29,2012(4:02PM) Exhibit A u ,NEPAL SCOFF OF SERVICES REPAINTING AND RENOVATION Clearwells No. 1, 2, & 4 Water Treatment Plant 2600 Fairway Drive Grapevine, Texas City of Grapevine,Texas PROJECT SUMIVIARY Clearwell No. 1 is a welded steel 300,000 gallon storage facility. Clearwell No. 2 is a welded steel 690,000 gallon storage facility. Clearwell No. 4 is a welded steel 1,200,000 gallon storage facility. Part 1.0-Renovation Documents 1.01 Deltatek Engineering shall prepare renovation contract documents in accordance with the on-site observation and evaluation of the referenced storage facilities. The scope of work for Part 1.0, Design Phase,includes plans and specifications to perform improvements required to upgrade three facilities to the latest requirements of TCEQ, OSHA, and ANSI. In addition, the interior/exterior of these facilities will.be repainted in accordance with the recommendation of AWWA for Potable Water Storage Facilities. These facilities will be rehabilitated as one construction contract and the work shall be performed consecutively. 1.02 Modifications for Structural Deficiencies: A. Prepare plans and specifications to make repair/replacemcnt of several of the roof rafters that exhibit corrosion. Clearwells No. .I & 3. B. Prepare plans and specifications to replace the 24" roof batch and curb with a 30" hatch and curb. Clearwel I No 2 C. Prepare plans and specifications to make repairs to the tank roof plate that currently exhibits ponding after a rain event. Clearwell No. 4. 1.03 Modifications for Regulatory-Issues. A. Prepare plans and specifications to perform site grading modifications to remove soil that is currently above the ringwall and is touching the lower plate steel of the tank on the north side of the tank. Clearwells I & 2. 1.04 Modifications for AWWA/TCEO. Sanitary,and Operational Deficiencies: A. The roof vent shall be replaced with a new vandal resistant vent. Cloarwells No. 1,2,&4. B. The roof vent shall be equipped with stainless steel 16 mesh insect screen and shall.be shielded from wind-propelled dust and particulate matter. Clearwells No. 1, 2,&4. C. A new roof safety rail to meet the OSHA requirements to include railing with minimum height of 42 inches with a 4"kick plate shall be installed. Clearwells No. 1, &2. D. The dry access ladder shall be replaced to comply with the requirements of OSHA. The ladder shall be equipped with an approved antifall rail. Clearwell No. 1. The ladder shall be stainless steel and equipped with an approved antifall rail. Clearwells No. 2,&4. F. The side manway shall be enlarged to a 30-inch clear opening.Clearwells No. 1,2, &4. 1.05 Protective Coating System; Deltatek Engineering shall provide abatement documents for removal of lead-based coatings in accordance with regulatory agencies. These documents shall include interior/exterior surface preparation and repainting of all steel surfaces. In accordance with TCEQ requirements, a mechanical abrasive blasting machine will be required to prevent abrasive blast media in surrounding areas. A dust collector will be required to collect all dust from tank interior into a filter system. The filter will be handled as hazardous waste material and will be disposed of properly with a manifest of disposal site. The tank interior will be prepared in accordance with SSPC SP10 Near Waite Blast and will receive hydro-zinc primer and be top- coated with an NSF-approved epoxy. All spaces bet%een rafters and roof plates will be coated to prevent rust bleed-through after coating application. 1.07 Estimate of Probable Cost of Construction: After completing £zeal plans and specifications, Deltatek will provide an opinion of probable cost for the project in accordance with final.documents. 1.0.8 Advertising Documents At the conclusion of the design,Deltatek will provide the City five(5)bound sets of advertising documents (drawings and specifications)for internal use and display to prospective bidders. Deltatek Engineering will distribute Renovation Documents as requested by prospective bidders and maintain an up-to-date plan holders list_ A notice to bidders will be issued to potential bidders and advertising agencies such as Dodge Report and North Texas Construction Record (NTXCR). Part 2.0-Project Construction Admiinistration 01 Deltatek Engineering shall assist the City of Grapevine in project advertisement during bidding. Deltatek will provide response to questions during the bidding phase. Deltatek shall attend any pre-bid conference and prepare addendum(s),if required, during advertisement. A. Deltatek will. review bids for conformance to the bid documents and provide recommendations for award. B. Deltatek will review and comment on shop drawings, equipment diagrams, material samples, test results, and other data the contractor submits as required by the contract documents. Deltatek will furnish the City record copies of shop drawings for their files. C. Deltatek will review the monthly progress payment requests, submit payment recommendations, and assist in the preparation of change orders to the contract documents_ D. Deltatek will conduct final warranty inspection jointly with representatives of the City and submit a. written report recommending final settlement of the contract. Page 2 of 5 2.02 Quality Assurance Observation: Deltatek Engineering shall provide an on-site Field Technician to perform observation of the work in progress to assist in determining that the project is proceeding in accordance with the contract documents and that the completed work will conform to the contract requirements. On-site representatives during renovation will review the work for the following items: I. Steel Repairs and Replacement - DeItatek Engineering shall provide an on-site field representative to review steel structural member replacement, corrosion repairs, and installation of roof hatches, vents, ladders, anti-fall devices, side man ways access tube entrance, and miscellaneous improvements. 2. Site Work and Overflow Improvements - Deltatek Engineering shall provide construction management and supervision to oversee the proposed site grading. 3. Protective Coating Systems -Deltatek Engineering shall provide on-site inspection to perform quality control observation for surface preparation and paint application of the tank interior/exterior and perform all required testing in order to comply with manufacture's data sheet as well as specifications. As a part of surface preparation, Deltatek shall monitor air during abrasive blasting operation to ensure airborne lead-based materials will not emit to the surrounding area and emission shall meet the requirements of the regulatory agencies (EPA, Texas Health Department, TCEQ).
