OLD BUSINESS
; 1. Conduct a public hearing to consider statements and
information concerning improving Hall-Johnson Road; the scope
of any such improvements; the inclusion of said improvements
on the ballot for the March 28, 1992 bond election and take
any and all action deemed necessary and appropriate.
2 . Consider an ordinance amending Ordinances No. 92-02 and
No. 92-07 calling a bond election for March 28, 1992 by
amending the propositions and the ballot in relation to
streets and roads by dividing the streets and roads
proposition into two (2) or more propositions and take any and
all action deemed necessary and appropriate.

The City Council of the City of Grapevine, Texas met in Special
Session on this the 27th day of February, 1992 at 7: 00 p.m. in
Concord I, Grapevine Convention Center, 1209 South Main Street with
the following members present to-wit:

Mayor Tate called the meeting to order at 7: 05 p.m.
INVOCATION
Council Member Wilbanks delivered the Invocation.
ITEM 1. PUBLIC HEARING
Mayor Tate declared the public hearing open.
City Manager Mark S. Watson stated the public hearing was scheduled
to receive statements and information concerning improving
(widening) Hall-Johnson Road and the scope of the design for any
such improvements.
Public Works Director Jerry Hodge introduced Mr. Robert L. Nichols,
of Freese and Nichols Engineers, Inc. , to discuss the evolution of
the 1987 Thoroughfare Plan. Mr. Nichols stated that since 1968
there had been four (4) Thoroughfare Master Plans developed or
updated: Master Plan 1968 to 1993 ; Master Plan 1974 to 1994;
Master Plan 1974 to 1994, 1980 Update; and 1987 Thoroughfare Plan.
He then briefly reviewed thoroughfare planning methodology: (1)
inventory of all streets, their width and condition, traffic
volumes and street appurtenances such as bridges, culverts, traffic

lights and intersections, identify right-of-way; (2) analysis of
data identified streets suited for major or secondary streets,
standards developed to measure street width, right-of-way widths
and number of lanes, streets delineated on map to establish network
that would serve the community as it was projected in the past and
future and (3) implementation of plan to guide development of '
system identified.
Mr. Nichols reported Hall-Johnson Road future development for each
plan was as follows: Master Plan 1968 to 1993--a six (6) lane
roadway divided by a 12 to 25 foot median with a recommended right-
of-way of 100 to 120 feet and 33 feet of pavement on each side;
Master Plan 1974 to 1994--a four (4) lane undivided road with
pavement width from 48 to 68 feet with parking for an overall
right-of-way width of 70 to 90 feet; Master Plan 1974 to 1994, 1980
Update--a four (4) lane roadway divided by a 16 to 24 foot median
with right-of-way width of 100 feet and 26 feet of pavement on each
side.
Mr. Nichols presented a more detailed overview of the basic
elements utilized to prepare the Thoroughfare Plan 1987 to 2030.
Study of the area was limited to Grapevine City limits and
Dallas/Fort Worth Airport, only areas immediately adjacent to
Grapevine were included, no through traffic was included. Land use :
categories and population projections for build-out were the basis
for projecting future traffic. Trip generations were based on
standards set in the Institute of Transportation Engineers and
recommendations from the North Central Texas Council of Governments
Transportation (NCTCOG) planning staff. The base roadway network
from the Master Plan, Update 1980 was modified to reflect newly
considered construction constraints. Roadway volume capacities :
were assigned to roadway links based on data contained in the
Master Plan, Update 1980 utilizing six (6) basic roadway
classifications, geographic location with respect to the Central
Business District and desired level of service (LOS) . The LOS
category "D" (selected by the City) basic definition at peak hour ;
is--service volumes approach 90� of capacity, average overall
speeds are as low as 15 mph and delays at intersections with some
cars waiting two or more cycles. The computer program "MOTORS" was
utilized to distribute traffic and project link volumes in vehicles
per day. The model was similar to the model used by the NCTCOG and
the State Department Of Highways and Public Transportation. Once
the model was established some additional upgrading and down-
grading were made based on planning judgment and City Council
review.
Mr. Nichols reported the recommendation in the Thoroughfare Plan
1987-2030 for Hall-Johnson Road was a four (4) lane Minor Arterial-
Type "C" roadway. The road section proposed consists of four (4)
eleven foot (11' ) travel lanes with a 12 to 14 foot center turning
lane and an overall right-of-way width of 80 to 84 feet. He stated
there had been very minor changes in the recommendation for Hall-
' Johnson Road over 25 years .

Mr. Robert Jenkins, Senior Associate for Barton-Aschman Associates,
Inc. , discussed the updated traffic projections for Hall-Johnson
Road. He stated the information utilized as the basis for the
update was from the City of Grapevine and the North Central Texas
Council of Governments. Issues considered were roadway capacities; �
existing volumes, projected volumes for Year 2010; development
along Hall-Johnson Road, Blagg Road to State Highway 360; trip
generation and the advantages/disadvantages by roadway types. He
stated that a single-family home generates approximately 10 trips
' per day, whereas multi-family housing generates approximately 6
trips per day per unit (lower trip rate due to the lower number of
persons in an apartment as compared to a single-family home) . He
reviewed the existing traffic volumes for a 24 hour period--Pool
', Road-5, 605 (peak hour 596) and State Highway 121-8,970 (peak hour
974) --versus the projected volumes for the Year 2010--Pool Road-
' 15, 000 (peak hour 1, 650) and State Highway 121-21, 000 (peak hour
, 2,310) . He stated the conclusion and recommendation resulting from
' the study was that a four (4) lane divided roadway was most
I appropriate for the area.
' Following Staff and consultant presentations, Mayor Tate stated the
', purpose of the public hearing was to provide accurate information
'', to those supporting and opposing the proposed Hall-Johnson Road
' widening project and for the City Council to evaluate the
', situation to provide direction to the City Staff for design of the
'�, proposed project. He stated the project had been studied for 25
� years and it was always anticipated that the roadway would be the
; size projected, as the studies indicate the need for the widened
' road. Mayor Tate stated the proposed project has been included in
, the Bond Election scheduled for March 28, 1992 .
'�, Mayor Tate invited guests present to comment in a brief and orderly
I manner regarding the proposed widening of Hall-Johnson Road.
I', Mr. Curtis Young, 3357 Barberry Road, expressed support of the City
Council's action at the last City Council meeting whereby the Staff
'�, was directed to design a four (4) lane roadway with median.
, Ms. Becky Folger, 4011 Meadow Drive, stated a four (4) lane with
I, median would be the same as a five (5) lane with continuous turn
', lane. She requested the City Council not make the roadway an
I east/west thoroughfare.
��, Mr. Ken Jure� , 4004 Meadow Drive, stated he did not support a four
' (4) or five (5) lane roadway.
', Mr. Dale Woods, 4011 Kelsey Court, expressed concern about loss of
I property values, noise, increased traffic, and safety if a five (5)
' lane road were built. He stated his support for a three (3) lane
I roadway and requested Hall-Johnson Road be a separate issue on the
, bond ballot.
I Mr. Ervin Meyer, 3509 Barberry Road, commented that developers
along Hall-Johnson Road had utilized the Thoroughfare Plan when
I�, planning adjacent subdivisions. He stated his support for the

� widening of Hall-Johnson Road and the needed turning lanes for
access.
' Ms. Lynn Eggers, 3216 Wintergreen Terrace, stated that as a 24 year
resident she has seen the rural areas change to homesites with the
same roads now handling more traffic. She stated her support for
: Hall-Johnson Road being widened to a four (4) lane with a median
� and also supports Pool Road being widened to four (4) lanes. She
! also requested the City Council consider sidewalks on both roads to
i accommodate physical exercise.
i
Mr. Larry Oliver, 100 Cross Creek Drive, commended the City Council
i on the proposed widening of Hall-Johnson Road. He also spoke on
, behalf of the Grapevine/Colleyville Independent School District
noting the importance of addressing safety for the students at
Heritage Elementary and the proposed middle school. He requested
the Council refrain from making the road improvement a separate
issue on the ballot.

' Dr. Terry Walker, 3830 W. T. Parr Road, expressed his support for
a four (4) lane roadway with a median for Hall-Johnson Road. He
also requested the City Council not line item each proposed street
improvement on the ballot. '
Mr. David R. Benson, 2702 Devonshire, President of the Yorkshire
Meadows Homeowners Association, reported an opinion poll of the
Association indicated an overwhelming support of three (3) lanes
for Hall-Johnson Road. He also requested the City Councils of
Grapevine and Colleyville should work together on the development
of Hall-Johnson Road.
Ms. Mary Dunlap, 2709 Whitby, requested that improvements to Hall-
Johnson Road be separated from the other street improvements on the
bond ballot. She requested documentation for traffic projections
to substantiate the growth rate of the area and the cost of three
(3) lanes versus a four (4) lane roadway.
Mr. Douglas Free, 2701 Yorkshire Court, noted his concern regarding
the street improvements supporting commercial development versus
the residential area. He also commented that Colleyville should be
involved in the entire development of the area being discussed.
Mr. Brian Hewewan, 4157 Countryside Drive, stated support for a
four (4) lane roadway as one additional lane would not adequately
serve the area. He requested the Hall-Johnson Road improvements be
separate on the ballot.
Mr. Bob Westgate, 4113 Countryside Drive, expressed his support for
a three (3) lane roadway and stated that safety, noise and
pollution are issues to be addressed. A five (5) lane roadway
would benefit those not in the neighborhoods and he requested Hall-
Johnson Road improvements be a separate issue on the bond ballot.

Ms. Darlene Freed, 3050 Old Mill Run, stated support of the
widening of Hall-Johnson Road due to the serious east/west access
' problems. She stated she was opposed to separating the issue on
the bond ballot.
Mr. Gary Gott, 3737 Sprindletree, stated his opposition to the four
(4) or five (5) lane roadway.
Mr. Justin Joseph, 3501 Rolling Hills Lane, commended the City
Council for their decisions on all the issues that have been before '
them involving rezoning, etc. He stated it is the responsibility
of the individual to choose an area suitable for their family.
They should be aware of what is planned to be developed around
them. He noted the people who have lived along Hall-Johnson Road
for a length of time support the proposed widening. He also
requested the City Council not separate the issues on the bond
' ballot.
Mr. David Herrington, 4266 Hearthside Drive, supported the proposed
four (4) lane roadway with a median and requested stop signs and '
' stop lights be considered for safety.
' Ms. Debbie Simon, 3726 Sprindletree Drive, stated she is not
opposed to improvements to Hall-Johnson Road, but is opposed to the
expansion of Hall-Johnson Road. Safety for children and motorists
is a major concern.
Mr. Randy Swift, 3438 Sprindletree Drive, stated support of
improvements to Hall-Johnson Road and widening to three (3) lanes.
, He expressed concern regarding the noise level and whether there
', are new businesses planned for Hall-Johnson Road. He also
' requested the item be a separate issue on the bond ballot. '
', Mr. Bud See, 4118 Woodland Court, agreed that Hall-Johnson Road
should be widened, but that Glade Road should be an east/west
thoroughfare before Hall-Johnson Road is widened.
Mr. Ron Trowbridge, 4118 Bentley Court, representing the Greenbriar
' Homeowners Association, stated support of the four (4) lane roadway
' with a median. He requested traffic control (stop lights and stop
signs) be considered and that commercial traffic be restricted to
local deliveries.
Ms. Duff O'Dell, 2821 O'Dell Court, stated that she would like
Hall-Johnson Road to be three (3) lanes, but that five (5) lanes
may be the answer to the increased traffic and growth over the
' years. She expressed support for the City Council to study facts
and figures and to make the right decisions to maintain traffic
control to accommodate the growth in the area. '

City Secretary Linda Huff read the following letter into the
record:

Grapevine City Secretary
Dear Madam:
As 14 year residents of southwest Grapevine, we have, of
course, been affected by the tremendous growth of this
area. Initially, our neighborhood was on a small dead
end street off Hall-Johnson Road, surrounded by the Hall
family's tomato and squash farming land. Now our street
provides access to several housing developments, and
other neighborhoods have been established in place of the
vegetable farms. Over the years, Hall-Johnson Road has
been tremendously improved and well maintained, and stop
signs have been added. However, this road, in our
opinion, is just not wide enough to handle current and
expected future traffic levels.
Therefore, we support the widening of Hall-Johnson Road,
to four or five lanes, as proposed by the traffic
engineers. We realize that the 4 lane with median plan
may prevent direct access to our street by eastbound
traffic, but are willing to be inconvenienced for the
good of the entire area. Hopefully, our neighbors will
agree.

RECESS AND RECONVENE
Mayor Tate announced the City Council would take a brief recess.
All members of the City Council were present upon reconvening in
Concord I with the exception of Council Member Traverse.
Mayor Tate read the following recommendation from the Capital
Improvements Project Committee:

The Capital Improvements Project Committee has considered
the pros and cons presented in discussions in previous
committee meetings.

Having heard the statements presented in the town meeting
tonight, we recommend the following option regarding the
Hall-Johnson Road and Heritage Avenue upgrade from two
(2) lane asphalt roads to improved thoroughfares:
Four (4) lanes with divided landscape median with
, planned twin lanes and upgrade of Heritage Avenue
consistent with current design and continued
development and improvements made from Glade Road
to City limits. We recommend this remain as one of
the projects in Proposition No. 1.

Dear Mr. Watson:
, I am a resident and homeowner in the River Oakes
' development of Southern Grapevine. My home is located on
' the third lot south of Hall Johnson on Countryside Drive.
I travel on Hall Johnson on all hours of the day in
Grapevine and see no need to make a major "Cut-Off" for
those living outside the immediate area.
A fair amount of traffic on Hall Johnson is created by
the poor placement of Elementary schools and the lack of
adequate paths for students to get to school without
traversing Hall Johnson. It's trajectory in Grapevine is
' included in two school zones for the safety of
residential school children.
, I am opposed to the widening of Hall Johnson Road from
two lanes beyond the addition of lanes to facilitate
turns onto and off of Hall Johnson. I feel the widening
of Hall Johnson will adversely affect property values.
We are paying taxes to defend our property values from
being affected by the DFW expansion, why are you trying
to inflict the same result on the residents of this area
of Grapevine through this type of "planning" . Not too
far South Cheek Sparger is to be expanded as a major East

' West corridor. That corridor should take care of the
"Cut off" traffic.

' Re: Widening of Hall-Johnson Road

Unfortunately, due to an out of town business meeting, we
are unable to attend tonight's meeting. However, we want
to convey our thoughts in this letter. !
While we sympathize with the homeowners that back up to
Hall-Johnson and the fact that the road would be very
close to their homes, we cannot understand how a handful
of homeowners can stop necessary progress from occurring.
The traffic problem has already reached a problem level
and will only worsen each month as new homes are built.

! Anyone who leaves and returns to their homes using Hall-
; Johnson during peak periods will find a terrible back-up.
This will cause people to become riskier drivers,
j attempting to cut in on Hall-Johnson. Also if there
happened to be an emergency, no emergency vehicles could
� currently get through on Hall-Johnson.

' We feel that the City needs to continue to support their '
�' findings that Hall-Johnson vitally needs to be widened.
Again, these select homeowners should not be allowed to
; stand in the way of progress and create a dangerous
j situation. Let us point out that these people purchased
� their homes knowingly backing up to a major road. It
� truly is ignorance on their part to purchase homes
backing up to a road in a growing neighborhood and not
expect expansion. :
Please accept our "vote" for the widening of Hall-
,
Johnson.

� City Manager Mark S. Watson reviewed Hall-Johnson Road/State
Highway 121 to Pool Road traffic accident information from May 1990
to February 1992 (reports indicate 18 traffic accidents) , as well

as traffic citation information from February 1991 to February 1992
(reports showing 365 citations issued) . He noted there had been no
pedestrians or children involved in the four injury accidents on
the roadway.
Community Development Director H. T. Hardy addressed the
demographic study update noting that single-family residential
build-out of 45,800 is projected for the year 2000. Multi-family '
buildout projected for the year 2005 is 50, 600. '
Mr. Robert Jenkins, of Barton-Aschman Associates, Inc. , and Mr. Al
Rollins, of Schrickle, Rollins, and Associates, answered questions
from citizens involving design of the proposed improvements,
drainage, pedestrian walkways, safety, landscaping to address
noise, projected trip generations, and width of roadways and
sidewalks. Mr. Hodge noted that, normally, screening walls along
subdivisions are built by developers and not area citizens.
Public Works Director Jerry Hodge noted there were two signal
lights planned--one for Pool Road and Hall-Johnson Road and
possibly one at Hall-Johnson Road and Heritage Avenue.
Council Member Pittman, seconded by Mayor Pro Tem Ware, made a
motion to close the public hearing. The motion prevailed by the
following vote:
Ayes . Tate, Ware, Spencer, Wilbanks, Pittman & Wickman
Nays . None
Absent: Traverse
ITEM 2 . DISCUSS AMENDING BOND ORDINANCE
City Manger Watson requested the City Council consider an ordinance
amending the Bond Ordinance by amending the propositions and ballot
in relation to streets and roads by dividing the streets and roads
proposition into two (2) or more propositions.
City Council discussion ensued with comments acknowledging that
improvements to Hall-Johnson Road are necessary.
Council Member Wickman recommended that Proposition No. 1 be
separated into four (4) line items to identify each street project.
Deliberation continued with the remaining City Council Members
concurring that the requested three (3) lanes would not adequately
serve the area as indicated by the traffic consultants. The
proposed four (4) lane roadway with a median would be in the best
interest of the community without compromising safety. Also, it
was noted that, historically, all street improvement projects have
been presented to the voters as one issue in order not to divide
the Community.
Appreciation was expressed to the Capital Improvements Committee
for their time and effort in assessing and identifyinq the needs of

There was no action taken by the City Council.
ADJOURNMENT
Council Member Wilbanks, seconded by Mayor Pro Tem Ware, made a
motion to adjourn the meeting at 10:47 p.m. The motion prevailed
by the following vote:
' Ayes . Tate, Ware, Spencer, Wilbanks, Pittman & Wickman
' Nays . None
Absent: Traverse
