Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Council Member C. Shane Wilbanks Council Member Gil Traverse Council Member Will Wickman Council Member constituting a quorum, with Council Member Jerry L. Pittman absent, with the following members of the City Staff: Mark S. Watson City Manager Trent Petty Assistant City Manager John F. Boyle, Jr. City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the meeting to order at 5: 10 p.m. INVOCATION Council Member Wilbanks delivered the Invocation. ITEM 1. ORDINANCE CANVASS MARCH 28 1992 MUNICIPAL BOND ELECTION City Secretary Linda Huff reported 1,996 voters, representing 13 .4% of Grapevine's registered voters (14, 904) cast ballots for the March 28, 1992 Municipal Bond Election. It was noted the following propositions passed: Proposition 1 - Street Improvements $18, 600, 000 Proposition 2 - Fire Station & Training Facilities $600, 000 Proposition 4 - Parks & Recreational Facilities $600, 000 The remaining proposition failed: Proposition 3 - City Hall Facilities $4, 500, 000 The caption of the proposed ordinance was read into the record. i 03�30�92 ` i Council Member Spencer, seconded by Council Member Wilbanks, offered a motion to adopt the ordinance canvassing the results of � 4 the election. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Traverse & Wickman ; Nayso None ; ORDINANCE NO. 92-16 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS CANVASSING RETURNS AND DECLARING THE RESULTS OF A BOND ELECTION HELD IN SAID CITY ON THE 28TH DAY OF MARCH, 1992 ; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE ITEM 2 . EXECUTIVE SESSION Mayor Tate announced the City Council would recess to Conference Room #204 to conduct a closed session regarding contemplated litigation (relative to Dallas/Fort Worth International Airport Board's decision relative to proposed Runway 16/34 West) under r amendments to Article 6252-17, V.A.T.C.S. , Subsection 2 (e) . Upon reconvening in the Council Chambers, City Manager Mark S. Watson reported there was no action necessary relative to contemplated litigation (relative to Dallas/Fort Worth International Airport Board's decision relative to proposed Runway 16/34 West) under amendments to Article 6252-17, V.A.T.C.S. , Subsection 2 (e) . ADJOURNMENT Council Member Spencer, seconded by Council Member Wilbanks, made a motion to adjourn at 7 : 10 p.m. The motion prevailed by the following vote: Ayes . Tate, Ware, Spencer, Wilbanks, Traverse & Wickman Nays . None Absent: Pittman PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 7th day of Aprii , 1992 . Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Councilmember C. Shane Wilbanks Councilmember ' Gil Traverse Councilmember Jerry L. Pittman Councilmember Will Wickman Councilmember ' and all of said persons were present, except the following absentee(s) : Jerrv L. Pittman , thus constituting a quorum. Whereupon, among other business , a written ordinance bearing the following caption was introduced at said meeting : i � An Ordinance of the City Council of the City of Grapevine, Texas , Canvassing Returns and Declaring the Results of a Bond Election Held in said City on the 28th day of March, 1992 ; Declaring an Emergency The Ordinance, a full , true and correct copy of which is attached hereto, was read and reviewed by the City Council . Thereupon, it was moved by Member Spencer and seconded by Member Wilbanks that the Ordinance be finally passed and adopted. The Mayor put the motion to a vote of the members of the City Council and the Ordinance was passed by the following vote : AYES : Tate, Ware, Spencer, Wilbanks, Traverse & Wickman NOES : None ABSTENTIONS : None ABSENT: Pittman t 3 6 2 B/ Z 7 MINUTES APPROVED AND CERTIFIED TO BE TRUE AND CORRECT, and to correctly reflect the duly constituted officers and members of the City Council of said City, and the attached and following copy of the Ordinance is hereby certified to be a true and correct copy of an official copy thereof on file among � the official records of the City, all on this 30TH day of March, 1992 .
