L nda Huff City Secretary i i STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE it The City Council of the City of Grapevine, Texas met in Special Session on this the loth day of September, 1991 at 7 : 00 p.m. in the Council Chambers, Municipal Court Room #205, 307 West Dallas Road, with the following Council Members present to-wit: William D. Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Council Member C. Shane Wilbanks Council Member Gil Traverse Council Member Jerry L. Pittman Council Member Will Wickman Council Member II constituting a quorum, with the following members of the City Staff: Mark S. Watson City Manager John F. Boyle, Jr. City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the special meeting to order at 7:45 p.m. INVOCATION Mayor Pro Tem Ware delivered the Invocation. ITEM 1. WORKSHOP GRAPEVINE PERSONNEL POLICY MANUAL Mayor Tate announced the purpose of the workshop was for the City Council to discuss the proposed Grapevine Personnel Policy Manual. City Manager Mark S. Watson stated the City Charter charges the City Council with the responsibility of setting the personnel compensation plan. He reported the proposed Grapevine Personnel Policy Manual was developed after discussions with and review by the City Staff at all levels and included meetings of the City Administration with the City Council Personnel Committee. The proposed document is presented as sound personnel philosophies for the City providing general rules and guidelines in which to operate. He stated the four particular issues of concern to be reviewed and discussed are: development of the vacation policy and accrual policy, sick leave buy-back provisions, increase in sick leave accrual, and topped out employees. i 09/10/91 a Personnel Director Jay Heilman briefly reviewed the Executive Summary provided in the September 3 , 1991 agenda packet as follows: Hiring Procedures--Personnel Department would be more involved in the hiring process of all employees. 1 Compensation Plan--Overhead slides were presented comparing the City's compensation plan to cities of similar size and it was noted that Grapevine is below area cities in total compensation package. i Certification Pay--Police and Fire certification pay has been incorporated into their current step pay plan, all other certification pay remains unchanged. j Compensatory Time--Establishes maximum accrual of 40 hours. Employees currently over the maximum allowed would be paid for the time or provided the time off before next fiscal year. Vacation--Accrual rate stays the same; changes maximum accrual to 1 1/2 times the annual accrual rate which is a reduction for all employees hired prior to October 1, 1990; employees over the allowable limit would have those hours banked for future use, or payment upon separation with the City, at their salary rate as of September 30, 1991. Holidays--Remains at nine (9) days per year, with City to post the days and dates to be observed during that fiscal year. Sick Leave--Increase maximum accrual from 60 to 90 days to coincide with the elimination period of current long-term disability program. 1 Sick Leave Buy-Back--Would be paid as earned until December 1, 1991, eliminated thereafter. Mr. Heilman stated an employee meeting was held to receive comments, concerns and questions regarding the proposed manual. He briefly reviewed comments made by employees regarding the "at will" statement in the proposed manual as well as comments regarding family sick leave and longevity. Council Member Wilbanks reported the intent of the Personnel Committee's recommendation regarding the Personnel Policy Manual was to provide a better benefit package for all employees and to bring all employees under one system. He addressed each of the items in the Executive Summary as reviewed by the Personnel Committee. a Council discussion ensued comparing the City's salary and benefit package to area cities and concern about "topped out" employees. Also discussed was the need to conduct an employee survey to see what benefits are important to them. 2 i i 09/10/91 I Mayor Tate invited guests present to comment regarding the proposed Personnel Policy Manual. The following addressed the City Council: i Mr. Roger Vinson (Fire Department) distributed an in-house salary survey conducted by the firemen that depicted the same salaries as presented in the Council of Government Survey (utilized by the Personnel Department) . The survey indicated that the City's salaries were below those of surrounding area cities. Ms. Lynn Eggers (Convention Center Director) stated she had been active in the community for 20 plus years and a member of the City Staff since 1987. She stated three of the four employees at the Convention Center make less than $17, 000. 00 per year before taxes and they never complain that they have been cheated or not paid fairly. These employees, as well as the other employees of the City, do ask for parity. They trust that the City Council will be sure that everyone is treated with dignity and with equality, since this has not been the case in the past, as some employees have received increases/bonuses during the year not based on pay for performance evaluations as the rest of the employees. While loyal i employees at the lower end of the pay scale struggle with higher insurance and burgeoning cost of living, the Council determines the 3-5% raise in pay, which for the Convention Center employees f amounts to $2 . 00 per day; yet the upper end of the pay scale receives increases/bonuses amounting to over $1, 000. 00 per month. Ms. Eggers closed by stating that the City of Grapevine has one of the most loyal, capable, professional and able Staffs in existence; therefore, why not lay aside charts, comparison to other cities, etc. , and remember the most important commodity of the City--the people who are the City employees. Mr. Andy Anderson, 3519 Lakeridge Drive, expressed his support of the City employees and support for continuation of their current benefits to maintain well-paid and happy employees. City Manager Watson reported Staff would have a recommendation regarding the topped out employees at the next City Council meeting, as well as a recommendation regarding the merit increases. Discussion ensued that sick leave buy-back for all employees would be brought back to the City Council for consideration at a later date. Staff was directed to conduct an employee survey to evaluate how employees would like the benefit package improved or revised. Upon reconvening in open session in the Council Chambers, City Manager Mark S. Watson announced there was no action necessary regarding contemplated litigation (relative to Dallas/Fort Worth International Airport Board's decision relative to proposed Runway 16/34 West) under amendments to Article 6252-17, V.A.T.C.S. , Subsection 2 (e) .
