The City Council of the City of Grapevine, Texas met in Special '
Workshop Session on this the 24th day of April, 1991 at 5:30 p.m.
at the Grapevine Convention Center, Chenin Blanc I & II, 1209
South Main Street, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Gil Traverse Council Member
Jerry L. Pittman Council Member ;
Will Wickman Council Member
constituting a quorum, with the following members of the City
Staff:

CALL TO ORDER
Mayor Tate called the workshop session to order at 6:05 p.m.
ITEM 1. DISCUSS FIRE FIGHTERS' AND POLICE OFFICERS' CIVIL
SERVICE LAW
Mayor Tate stated the objective of the workshop was for the City
Council and City Staff to meet with the auditors that prepared
the actuarial report for the projected costs to implement the
fire fighters' and police officers' civil service law (if adopted
by the citizens at the May 4, 1991 election) . '
Mr. Leon Smith and Mr. Paul Logan, of Deloitte & Touche performed
the actuarial study requested by the City Council. Mr. Smith
provided an overview of the information obtained to perform the
actuary study. In doing the analysis, specific information
relative to pay scale, positions, tenure and current accumulation
rate of sick leave were evaluated. The current benefit program
' was analyzed to determine increased costs over the current
program and the set of assumptions used for the study were based
' on actual City history, as well as information obtained in

working with other cities. Mr. Smith stated the model for the 10
'; year cost projection consisted of the City's current benefit
plan, the Civil Service Law, and the set of assumptions that were
based on the City's employee numbers remaining the same over the
t next 10 years.
Discussion ensued relative to the assumptions utilized to perform
the actuarial study, i.e. 3$ pay increase due to cost-of-living,
average merit pay increase (4� uniformed, 2� non-uniformed) , rate
of attrition, use of sick leave, etc. '
There was no action taken by the City Council.
ADJOURNMENT
Council Member Spencer, seconded by Council Member Traverse,
offered a motion to adjourn the workshop at 7 : 00 p.m. The motion
prevailed by the following vote: '
Ayes: Tate, Ware, Spencer, Wilbanks, Traverse, Pittman & Wickman
Nays: None
