This letter confirms on March 25, 2020 the Historic Preservation Commission approved with
conditions #CA20-08 for the property addressed 306 East Northwest Highway, legally
described as Abstract A 946 Trs 49H 491-11 & 491-11A, Grapevine Texas. The following was
approved on this Certificate of Appropriateness:
1. Demolish the existing Butler Manufacturing building constructed in 1960 with the
condition Historic Overlay #HL20-01 is approved for the property and a permit be
obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved building permit; a

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA20-08 for the property located at 306 East Northwest
Highway, legally described as Abstract A 946 Trs 49H 49H1 & 49H1A, City of Grapevine to
the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items:
1. Demolish the existing Butler Manufacturing building constructed in 1960,
with the condition Historic Overlay #HL20-01 is approved for the property and a permit be
obtained from the Building Department.
BACKGROUND:
Certificate of Appropriateness application #CA20-08 was submitted by Lemoine Wright of
Wright Construction Company on February 5, 2020. To demolish the existing one story
manufactured metal building built in 1960 as an automobile repair shop. There are 2
additions to the building on the east side: a half gable "lean to"; and on the rear of the
building a concrete block room with a flat roof.
The building was used as a facility for Metroplex Truck Repair Center in 2001 and T & S
Fleet Service in 2003. The building was purchased by the previous owners Voicu and Anca
Burcur to serve as the office for their companies Mayflower Homes and Mayflower Fence
Company. The building currently is in disrepair. The owner requests to demolish the building
and to redevelop the property in the future.
The lot is approximately 10,415 square feet in size. The existing building is 3,800 square feet
in size. The building height is 16 feet.
Staff recommends approval of #CA20-08 to demolish the existing Butler Manufacturing
building with the condition Historic Overlay #HL20-01 is approved for the property giving the
Historic Preservation Commission input in the development of the property and a permit be
obtained from the Building Department.

Mr. Klempin,
We have owned this property since December 2019 and are in the process of determining the best end use
of the property. It could be office, retail or restaurant, but time will be needed to determine.
We have met with Development Services to investigate the status of the existing building and found that
it does not meet any of the current codes and is unusable. Also, our inspections have found the building to
be unsafe due to reasons such as no rear door or windows, improper drainage of the site allowing water to
infiltrate the building, cracks in the foundation and masonry walls, roof missing in areas allowing full
weather access along with many other issues. The building has not been maintained for many years and
left to the use of wildlife along with evidence of vagrants living there from time to time.
We feel that it is in the best interest of public safety for this building to be demolished and removed from
the property immediately.
Due to the current economic uncertainty the end use will not be easy to determine so we would not like to
put any encumbrance on the property at this time. At the appropriate time we will come up with a plan that
will be presented, that should be architecturally compatible with the City's Historical Businesses.
