PROPERTY LOCATION AND SIZE: The subject property is located at 1901 South Main Street and is platted as Lot 1, Block 3, Metroplace Addition, 2nd Installment. The property contains approximately 2.81 acres. The subject site has 225 feet of frontage along South Main Street and approximately 490 feet of frontage along Metroplace Drive. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to amend the previously approved site plan of CUl 3-31 (Ord. 13-58) for a planned commercial center, specifically to increase the height of an indoor shooting range for office space. Conditional Use Request CUl 3-31 was approved at the December 17, 2013 meeting for an indoor shooting range with the stipulation to allow the Site Plan Review Committee to review exterior masonry revisions. On January 8, 2014 the Site Plan Review Committee approved proposed changes to the south, east and north exterior elevations. No exterior fagade changes were proposed for the west elevation. Originally approved as a single story 20,822 square foot indoor shooting range, the applicant's current request is for a two story 34,900 square foot structure for retail sales of guns, an indoor shooting range and office space. The office space is proposed to occupy 0AZCU/CU14-07.4 1 March 13, 2014 (1:24PM) approximately 10,273 square feet of the second floor. The shooting range is proposed to be located partially on the first and second floor. The indoor shooting range will be used for firing of guns for sale, pre -purchase firing and also for existing gun owners to fire their personal weapons. The office space is proposed as the corporate office of Law -T Centers. Required parking for the proposed use is 129 spaces and 129 spaces are provided. PRESENT ZONING AND USE: The subject property is currently zoned "CC" Community Commercial District and is undeveloped. Conditional Use Requests CU94-35, CU95-10 and CU96-35 approved a hotel on the subject site, which never developed. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the property to the east, west and south were rezoned in the 1984 City Rezoning from "R-1" Single Family District and 1-1" Light Industrial to "PID" Planned Industrial Development. The subject site and the adjacent lots were included in the Planned Commercial Center rezoning (Z90-04) from "PID" Planned Industrial Development District to "CC" Community Commercial District. The property to the west was rezoned (Z93-04) from "PID" Planned Industrial Development to "CC" Community Commercial District in 1993. The additional shooting lanes are anticipated to serve VIP and event shooters. The currently approved version has a 3 lane section slotted for VIP and event shooters. However, the owner's believe the VIP and event shooter market may support the architecture additional 8 lanes and a separate area is preferred for these customers. design The corporate offices of Low -T will be a completely separate management activity. This activity will not be one of the Low -T stores where customers come for consultation visits. The space will house corporate activities, such as management, human resources, training, marketing and accounting. This added height, coupled with the City's shared interest in creating more of an old west theme has resulted in the following elevation changes: • West Elevation - This Main Street elevation has increased in height, at the peak, from 30' to 44'-8" and the overall percentage of masonry increased from 73% to almost 76% of the facade. The percentage of the reclaimed barn wood veneer was also increased, adding to the old west theme. South Elevation - The main entry elevation increased in height, at the peak, from 30' to 46' and the overall percentage of masonry increased from 77% to over 86% of the facade. The amount fo wood was reduced from over 20% to just over 6% by converting the elevation elements towards the East end from reclaimed barn 1500 Norwood Drive Suite 208 wood to Hardie Board; incorporating a combination of vertical Hurst, Texas 76054 (board and batten) and horizontal siding installations. East Elevation - This elevation increased from 21' to 39'-4" and the tel 817.285.7800 overall percentage of masonry decreased from roughly 91% to just fax 817.285.7801 over 71% as a result of restoring the original design element of shot up metal panels. The original elevation was, quite frankly, the least interesting of the elevations. While the masonry percentage has decreased in the new elevation, it has a more articulated and interesting appearance with multiple elevation elements comprised of vertical and horizontal installations of the Hardie Board material. We believe that these changes will enhance the visual impact of the Texas Gun Experience and Low -T corporate headquarters, as well as provide an increased benefit to the surrounding retailers and restraunteurs.
