SUBJECT: RESOLUTION APPROVING SOLE SOURCE PURCHASE OF
CENTRAL MANAGEMENT SOFTWARE FOR THE CITY'S
TRAFFIC SIGNAL MASTER CONTROLLER
RECOMMENDATION
City Council consider adopting a resolution:
• approving the purchase of ATMS. now Central Management Software for the City's
Traffic Signal Master Controller from Trafficware /Naztec as a sole source provider in
the amount of $88,200.00;
• approving the purchase of 52 Naztec Traffic Signal Controllers from
Trafficware /Naztec as a sole source provider in the amount of $114,400.00; and
• appropriating the funds for these purchases from the GO Bond Fund Balance;
approving the purchase of computer hardware for virtual server support and connectivity in
the amount of $2,000.00; and take any necessary action.
FUNDING:
Funds are available in the GO Bond Fund Balance appropriated for the Euless Grapevine/
Stone Myers Parkway Construction Project in account 178 -78130 -000.

In late 2001, the City entered into a Local Project Advanced Funding Agreement (LPAFA)
with TxDOT for a broad scope traffic signal improvement project that included the
installation of a state of the art communication system for all signals in the City and the
necessary hardware and software to manage and control all of the traffic signals from a
central location. The project was funded on a roughly 67.5% Federal, 15% State and
17.5% Local cost share basis.
The signal controllers were replaced, and a new radio system and central computer system
were installed during 2002. This system provided the capability to monitor all of the signal
controllers for malfunction alerts directly notifying staff of such events. The system also
allowed the staff to monitor each signal by viewing data in, data out and operation of the
intersection. Additionally, the system provided the capability for individual controller
programming data to be downloaded to the field from a central database.
The signal controllers are now passing 10 years old, and are quickly reaching the end of
their anticipated service life. The 2002 central system remains on the same desktop
personal computer that was initially installed in 2002. As with any 10 year old computer and
software, this system has grown unreliable and is increasingly out of service to the point
that the system is no longer functional.
This system degradation has significantly limited the City Traffic staff's capability to monitor
and respond to signal malfunctions. It has also eliminated staff's ability to download
individual controller programming information from a central database. Traffic Staff
responding to malfunctioning signals must manually program each unit in the field when a
controller is replaced.
Complicating this task is the fact that oftentimes when staff has to replace a malfunctioning
controller, the program data cannot be retrieved in the field to load into the new controller.
This forces the staff to install generic settings which are not site specific and then requires
additional trips and reprogramming efforts to complete the replacement of the controller
and return the signal to full operation.
The current 10+ year old software package (Naztec StreetWise) is outdated, is no longer
supported by its parent company and is incompatible with modern operating systems and
communication networks.
Replacing the existing central software with the up to date software (ATMS.now) from the
same vendor we currently use (Trafficware /Naztec) is the recommended course of action.
Installing this software on new computer hardware utilizing a virtual server located at and
supported by the IT Department will help insure that the hardware will be updated on a
regular basis as technology and software evolves.
The cost breakdown for the ATMS.now software is:
ATMS.now master license $40,000.00
ATMS.now controller licenses $48,000.00
Implementation, Integration and Training $10,000.00
Subtotal $98,000.00
Current Customer Discount (10 %) $ 9,800.00
Total $88,200.00
The City is receiving a 10% discount as an existing customer upgrading from the
previous software.
Nineteen controllers have been replaced to date with the DFW Connector Project, the
State Highway 26 Project and through normal replacement of failing controllers. These
new controllers represent value to the City of $41,800. The remaining 52 controller unit
purchase is needed to ensure that communication between the new central system and the
71 signal controllers can be re- established represents a cost of $114,400.00.
The current controllers can no longer communicate with equipment utilizing current
technology. The new units will be fully capable of communicating with the central system
through a communication network that the industry is migrating toward.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE
SOLE SOURCE PURCHASE OF CENTRAL MANAGEMENT
SOFTWARE FOR THE CITY'S TRAFFIC SIGNAL MASTER
CONTROLLER EQUIPMENT AND 52 TRAFFIC SIGNAL
CONTROLLERS; APPROPRIATING FUNDS FROM THE
UNAPPROPRIATED GENERAL OBLIGATION BOND FUND
BALANCE AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase said equipment and
services on a sole source basis; and
WHEREAS, the sole source purchase of this Central Management Software is from
the sole supplier of traffic signal controller equipment currently used by the City for all 71
of the traffic signals operating within the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of ATMS.now Central Management Software from Trafficware /Naztec in
an amount of $88,200.00.
Section 3. That the City Council of the City of Grapevine authorizes the sole
source purchase of 52 Traffic Signal Controllers from Trafficware /Naztec in an amount of
$114,400.00.
Section 4. That the City Council of the City of Grapevine authorizes and
appropriates the expenditure of $88,200.00 for the Central Management Software and
$114,400.00 for Traffic Signal Controllers from the balance of the General Obligation
Bond Funds appropriated for the Euless Grapevine Road /Stone Myers Parkway
Construction Project.
Section 5. That the City Manager or his designee is authorized to take all steps
necessary to consummate the sole source purchase.
Section 6. That this resolution shall take effect from and after the date of its
passage.
