FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE: MARCH 18, 2014
SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR COLD
MILLING SERVICES
RECOMMENDATION:
City Council to consider approval to renew an annual contract for cold milling services
with Dustrol, Inc. through an Interlocal Cooperative Agreement with Tarrant County,
Texas.
FUNDING SOURCE:
Funds are budgeted in account 174 - 43301 - 090 -000 (Street Maintenance /Capital
Replacement/Transportation Infrastructure Maintenance) in the estimated annual
amount of $100,000.00.
BACKGROUND:
Purchases will be made in accordance with an existing Interlocal Cooperative Agreement
with Tarrant County, Texas as allowed by Texas Local Government Code, Section
271.101 and 271.102, Cooperative Purchasing Program. A resolution considering the
initial contract for cold milling was approved by Council in 2012. The contract was for an
initial one -year period with two, one -year renewal options. If approved, this will be the
second and final renewal.
Bids were received by Tarrant County, Texas and contracts were awarded to Dustrol,
Inc. as primary contractor and TexOp Construction as a secondary contractor. The City
will only contract with Dustrol, Inc. since they are the low bid for these services. The
Public Works Department and Purchasing reviewed the contract for specification
compliance and pricing and determined that the contract would provide the best service
and pricing for meeting the needs of the City.
The purpose of this contract is to establish fixed annual pricing for cold milling on city
streets on an as- needed basis. Dustrol, Inc. has agreed to renew with no increase in
pricing.
Staff recommends approval.
