� Mayor Tate called the meeting to order at 7:00 p.m. �

� Council Member Wilbanks delivered the Invocation.

' ITEM 1. U. S. ARMY CORPS OF ENGINEERS PROPOSAL �'
�
� City Manager Mark S. Watson briefed the City Council regarding
discussions with the U. S. Army Corps of Engineers (Corps) �
j relative to lease of Corps park land by the City and alcoholic
� beverage prohibition on Corps property.
;
� Staff recommended no action be taken regarding the leasing of
'�
; Corps property for City parks this year, as there are no recent
i support documents or background information relative to the
`� number of people using parks due to the flooding these past two
j years. The parks will be open this summer and traffic counters
1 � can be installed at the entrances to determine the numbers
I utilizing the parks thus providing documentation for more
� accurate financial information. Mr. Watson also stated the Corps
was reluctant to lease a major park without a twenty year
' contractual agreement.

� Mr. Watsan discussed aptians available regarding alcaholic '
�
; beverage passession and consumption on Carps property: (1} total ,
? prahibition, (2} a public con�umption ordinance, ar (3} a �
; prahibition ardinance in designated areas such as roadways, �
� parking lats, ar boat ramps. The Corps� position has been that a
� prohibition of alcohol is the preferred route. Hawever, it has �
� been indicated they would be amenable to a public consumption k
� law, which would allow for discrete use of alcoholic beverages
� and allow a police officer to take enfarcement action where the
� public health, safety and welfare of the park users is possible.

� to enjoy the lake facilities without a total prohibition af
� alcoholic beverages. I� was noted that if the Corps enacts a
� public consumption regulation, it would allow en�orcement
� capabilities for crowd cantral, Briefly c2iscussed was the
possibility of a tatal ban in some parks to allow families a �
¢ totally alcoholic beverage free park, Staff recommended �hat a �
� City ordinance be drafted to prohibit alcohalic beverages in �
common areas such as the roadways, boat launches, and parking
� lats. �

Council Member Spencer, secanded by Mayor Pro Tem Ware, made a �
motion to direct the City Manager to draft an ordinance relative �
to prohibiting alcohalic beverages in the cammon areas of the �
corps property such as the roadways, baat launches, and parking �
lots for consideratian at the February 5, 1991, Council. meeting. �
; The motian prevailed by the following vote: �

ITEM 2. REPdRT PQTENTIAL 1992 BONI3 PROJECTS �
�
City Manager Mark S. Watson briefly reviewed the potential bond �
issues for a 1991 band election. He noted the estimate� were �`
very preliminary and it was Staff's opinion that the issues �
listed represent the issues and priorities that wou2.d need ta be �
considered for a Fall, 1991 bond election. �'
�
High priority projects, which include Pool Road and Hall-Johnson �
Road widening, City Hall facility and a swimming pool on the �
south side of town, tataled $19, 000, 000. 00. Other prajects
totaling $18,290,000.00 include Heritage Road, Dove Road, West �
Wall Street, City-wide camputer system, baseball fields and �.
soccer field lighting, Library expansion, Police Building �
renovation and a cammunity recreation center. �;

Brief discussion ensued relative to the projected impact on the �
tax rate and the need to concentrate on the City Hall project. �
Mr. Watson stated there was no action requested from the City �:

Council and that Staff would develop a bond election campaign �
�I! schedule to include establishing a Citizen's Advisory Committee �
� to provide input on needs and priorities. �;

There was no action taken by the City Council. �

ITEM 3 . REPORT. CITY FACILITIES
�
� Assistant City Manager Trent Petty updated the City Council
relative to the current progress involving the various City
facilities and relocation of various departments. The Fire
Department is scheduled to be in their new facility by Friday, �
January 25, thus allowing the Parks & Recreation Department to �
move into leased space on Main Street. Community Development �
Department will then expand to the space vacated by the Parks & �
Recreation Department. Construction has begun on the Municipal �'
; Service Center site and a mobile office has been moved on �
� location to oversee the construction project. Briefly discussed
was the RFP being developed for renovation of the Police
Building. It was noted the proposed Animal Control Facility
requires additional assessment before being considered by the
� City Council.
There was no action taken by the City Council. �

� ITEM 4. REPORT. MUNICIPAL COURT OF RECORD BILL �
�

Assistant City Manager Trent Petty reported on the meeting with
Senator Chris Harris regarding the City's proposed Municipal
Court of Record Bill. The proposed bill tracks the general law
� legislation with two exceptions: (1) the Municipal Court Judge
i be required to reside in Grapevine and (2) the Municipal Court
� C1Prk could be appointed by the City Manager. The proposed bill
� has been sent to Legislative Counsel for write up and filing;
� however, it is not known when the bill will be brought to the
� floor for consideration. Once the bill has been passed, an
?� ordinance will be considered by the City Council to establish a
� Court of Record, an election will need to be called for the
i voters to decide the selection method for the Municipal Court
� Judge (appointment or election) . Mr. Petty stated an alternative
to having the first election process, would be to immediately
call an election to elect the Municipal Court Judge and bypass
the selection method. The election would have to be held on one
of the four (4) uniform election dates.
There was no action taken by the City Council.

Mayor Tate announced the City Council would recess to Conference �
Room #204 to conduct a closed session regarding real estate ',
(relative to land acquisition, Main Street property) under �
amendments to Article 6252-17, V.A.T.C.S. , Subsection. 2 (f) . ;

Upon reconvening in open session, all members of the City Council
were present. City Manager Mark S. Watson announced there was no
action necessary relative to real estate (relative to land
acquisition, Main Street property) under amendments to Article I
6252-17, V.A.T.C.S. , Subsection 2 (f) .

MISCELLANEOUS REPORTS AND/OR DISCUSSION
ITEM 6. GRAPEVINE LAKE WATER RIGHTS
Council Member Spencer reported the Grapevine Lake
Water Rights issue continues to be discussed and the
� the Chairman of the Water Commission has given a
deadline of February 13, 1991 for the issue to be
solved, or the issue will be in the courts. �

motion to adjourn the meeting at 9: 13 p.m. The motion prevailed
by the following vote:
