Mayor Pro Tem Ware delivered the Invocation.
ITEM 1. WORKSHOP, FIRE FIGHTERS' AND POLICE OFFICERS' CIVIL
� SERVICE LAW
Mayor Tate stated the objective of the workshop was for the City
Council to review the advantages and disadvantages of the Civil
Service Law relative to the fire fighters and police officers to
'j determine what would best benefit both departments, as well as
' the citizens.
City Manager Mark S. Watson reported meetings had been held with
fire fighters and police officers to receive their input
regarding issues that would be addressed by the adoption of the
.., Civil Service Law. Concerns stated were: promotional process,
� disciplinary actions, personnel manual, appeal process beyond the
City Manager, political involvement in the departments, uneven

benefits, disability coverage, and new hires being attracted by
Cities that currently have Civil Service. Mr. Watson noted that
many of the concerns stated could be addressed internally and
written into the personnel manual.
Fire Chief Bill Powers and Acting Police Chief Grady Lewis
concurred that the primary concern in their departments was job
security.
Mr. Roger Vinson, President of the Grapevine Fire Fighters
Association, stated communication between all parties involved is
very important to resolve differences and the departments need
assurances that areas of concern will not resurface in three (3)
months or three (3) years. Issues discussed were: promotions,
two-tier system, appeal process, disability time, job classifi-
cation, pay scale, and seniority layoff.
Mr. Bob Wall, President of the Grapevine Police Association,
concurred with all the concerns and issues stated by Mr. Watson
and Mr. Vinson. He stated the root of the problem needed to be
addressed and commented city government is not a private
industry, but a service industry.
Comments ensued relative to the testing processes in both
departments regarding promotions, concerns about the evaluation
process and that the current appeal process ends with the City ��
Manager.
Discussion continued with statements from Police Department
representatives that Civil Service is not supported by all
departmental employees.
Assistant City Manager Trent Petty reviewed the actuarial study
performed by Deloitte & Touche relative to the cost to the City
to implement Civil Service. The estimates (based on the current
benefit plan) for uniformed (police and fire) employees were from
$669, 00. 00 for the first year to $2,420, 000. 00 over the next ten
years, with an accumulated increase in the tax rate over the next
ten years estimated between 9.43 and 11.48 cents per $100. 00 of
valuation. Discussion ensued relative to the accuracy of the
estimates depending on the caluclation of the shifts for the fire
fighters. Mr. Petty commented the calculations would be reviewed
for accuracy.
During the workshop, it was stated that the City Council could
address the concerns and issues expressed by those fire fighters
and police officers present either through adoption of ordinances
or a City Charter amendmen� election.

' Mayor Tate stated the meeting had been to create an understanding
� of Civil service in attempt to unify the departments. The City
� Council would consider (at a later date) setting a Town Hall
� meeting the last of April to inform the citizens regarding the
� upcoming election for the fire fighters' and police officers'
� Civil Service Law.

� ADJOURNMENT

� Council Member Pittman, seconded by Council Member Traverse,
j offered a motion to adjourn the workshop at 10: 00 p.m. The
motion prevailed by the following vote: �'
