� x AN ORDINANCE OF THE CITY COUNCIL OF THE CIN
OF GRAPEVINE, TEXAS, AMENDING APPENDIX G,
HISTORIC PRESERVATION, SECTION 9, DEMOLITION
PERMITS AND ECONOMIC HARDSHIP, OF THE CITY OF
GRAPEVINE CODE OF ORDINANCES; PROVIDING THAT
ALL ORDINANCES IN CONFLICT HEREWITH ARE
HEREBY REPEALED TO THE EXTENT THEY ARE IN
CONFLICT; PROVIDING A SAVINGS CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
, EFFECTIVE DATE
WHEREAS, the City of Grapevine has declared that as a matter of public policy,
the protection, preservation, and enhancement of architecturally significant and historic
structures is necessary to promote the economic, cultural, educational, and general
welfare of the citizens of the City of Grapevine; and
WHEREAS, the unique identity of the Grapevine Township District and the
history of that area has produced significant, historic, architectural, and cultural
resources; and

WHEREAS, the City of Grapevine's commitment to the protection of the
Grapevine Township District is evidenced by the City sponsored rehabilitation grant
program; and
WHEREAS, the unnecessary destruction of significant and historic structures
within the Grapevine Township District threatens the economic, cultural, educational,
and general welfare of the citizens of the City of Grapevine.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are found to be true and
correct and are incorporated herein as if copied in their entirety.
Section 2. That Section 9(a) of Appendix G of the City of Grapevine Code of
Ordinances is hereby amended in its entirety to read as follows:
"(a) A demolition permit for a structure within a historic zoning overlay district,
the Grapevine Township District, or an individual landmark shall not be
issued by the Director of Development Services until review and issuance
x'� of a completed certificate of appropriateness application by the
_ commission. The director of the committee shall not forward the
application to the commission until it is complete; the following information
k must be supplied by the applicant before the application is considered
complete:
Information describing the condition of the structure
Estimated cost of restoration or repair
Demonstration that the adaptive use or restoration of the structure has
been seriously considered
Any available historic records of the building (drawings, photographs...)
Architectural drawings of any proposed new construction which is
intended to replace the existing structure
Any conditions proposed to be voluntarily placed on new development
that would mitigate the loss of the existing structure
Any other information that the staff finds appropriate for the commission to
- render a decision on the application."
°�°� Section 3. That this ordinance shall be and is hereby cumulative of all other
ordinances of the City of Grapevine, Texas and this ordinance shall not operate to
repeal or affect any such other ordinances except insofar as the provisions thereof
might be inconsistent or in conflict with the provisions of this ordinance, in which event
such conflicting provisions, if any, in such other ordinance or ordinances are hereby
repealed.
Section 4. That if any section, subsection, sentence, clause or phrase of this
ordinance shall for any reason be held to be invalid, such decision shall not affect the
validity of the remaining portions of this ordinance.
Section 5. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates
an emergency for the immediate preservation of the public business, property, health,
safety and general welfare of the public which requires that this ordinance shall become
effective from and after the date of its passage, and it is accordingly so ordained.
