SUBJECT: 2011 POPULATION ESTIMATE
RECOMMENDATION:
Staff recommends that the City Council adopt a resolution setting the population at 47,
as of December 31, 2011.
BACKGROUND:
The 2010 Census data was gathered in April, 2010 and released in March of 2011 in
order to determine the 2011 estimate, staff utilized the Census data collected in April, 2010
and updated that information using building permit data collected between May 1, 2010
and December 31, 2010. The Census vacancy rates and occupancy rates were also
applied to update the local estimate for December 31, 2010. This yielded a revised
population estimate of 47,045 for the end of 2010.
The 2011 estimate was prepared by adding the 2011 data to the December 31, 2010
estimate and applying the most recent Census ratios regarding vacancy rates and persons
per household. Between January 1, 2011 and December 31, 2011, an additional 31
single-family construction permits and 7 single-family demolition permits were issued. A
total of 312 multi-family units were permitted in 2011 but not constructed in that year.
These multi-family units will be added to the 2012 estimate.
The Census generated single-family ratio of 2.504 persons per unit and 94% occupancy
rate were applied to the net single-family unit gain. These calculations yielded a population
gain of 56 persons during 2011 for a total population of 47,101 persons by December 31,

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING OFFICIAL THE FINDING
AND DETERMINATION AS TO THE POPULATION AND
NUMBER OF INHABITANTS OF AND WITHIN THE CITY OF
GRAPEVINE, TEXAS, AS OF DECEMBER 31, 2011 AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of Grapevine, Texas, has found and determined that
it will be for the benefit of said City to have a revised estimate of the population and
number of inhabitants, and that the City make an official finding thereof; and
WHEREAS, the City Council has directed that an unofficial census of the
population of the City of Grapevine be taken; and
WHEREAS, based upon the 2010 Census Report, City building records, and the
investigation and review of the City's growth by the City Manager's Office, it has been
found and determined that the City of Grapevine, Texas, as of December 31, 2011
actually has within its limits a population of 47,101.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City Council has officially found and determined, and does
now find and determine, that the population of the City of Grapevine, Texas, as of the
31 st day of December 2011, is 47,101.
Section 2. That the City Secretary is hereby directed to forward a copy of this
resolution to the Texas Highway Department so that they may change the population
signs on the roads and highways entering and leaving the City of Grapevine, Texas.
Section 3. That this resolution shall become effective from and after the date of
its final passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of February, 2012.
