SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
FITNESS EQUIPMENT FOR THE COMMUNITY ACTIVITIES
CENTER THROUGH AN INTERLOCAL PARTICIPATION
AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING
COOPERATIVE (BUYBOARD).
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of fitness equipment
from Fitness Center Outfitters for the Community Activities Center through an interlocal
participation agreement with the Local Government Purchasing Cooperative (Buyboard).
FUNDING SOURCE:
Funding for this purchase is currently available in account 325-442281-312-12 (Capital
Equipment/Machinery Purchase Fund/Parks/Apparatus and Tools) and 174-74015-069
(Street Maintenance/Capital Replacement/Fitness Equipment Replacement) for the
amount not to exceed $43,529.50.
BACKGROUND INFORMATION:
This purchase will be made in accordance with an existing interlocal participation
agreement with the Local Government Purchasing Cooperative(Buyboard)as allowed by
Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Fitness Center
Outfitters under contract number 336-10. The interlocal participation agreement satisfies all
bidding requirements under the Texas Local Government Code.
Each year the Community Activities Center replaces one third of the cardiovascular
equipment in the CAC fitness room. This allows the CAC to keep all of its cardiovascular
equipment under warranty and provide its members with the most up-to-date equipment
on the market. It also helps to drastically reduce the CAC maintenance budget as
commercial cardiovascular equipment only has a three year life expectancy in a high traffic
environment. A list of the equipment and associated warranty, installation and freight
charges is attached for review.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
FITNESS EQUIPMENT THROUGH AN ESTABLISHED
INTERLOCAL AGREEMENT AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine,Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard)and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with Fitness Center Outfitters, contract#336-10, fitness equipment;
and
WHEREAS, the City of Grapevine has a need to purchase fitness equipment that
will replace fitness equipment that is beyond its life expectancy.
NOW, THEREFORE, BE II11- RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of fitness equipment from Fitness Center Outfitters through an Interlocal Agreement with
the Local Government Purchasing Cooperative (Buyboard) for$43,529.50.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
