; Session on this the 22nd day of August, 1989 at 8 :00 p.m. in Chenin
; Blanc I and II of the Grapevine Convention Center, 1209 South Main

Mayor Tate called the meeting to order at 8 : 10 p.m.

Council Member Pittman delivered the Invocation.
i ITEM 1. WORKSHOP, PROPOSED 1989-90 BUDGET

Council resumed review of the proposed FY90 budget. City Manager
Mark S. Watson introduced Mr. Walt Milner, President of the
Grapevine Chamber of Commerce, to make a brief presentation to the `
Council requesting funding for economic development purposes during `'
j FY90 . Mr. Milner reviewed the Chamber' s proposed Economic
1 Development Program as well as the proposed budget, outlining
projects ($17 ,000 .00) , expenses ($8, 950. 00) and Personnel
($21 ,000 .00) for a total request from the Chamber of $46 ,950 .00 .
Following brief Council discussion, Staff was directed to review
j the Chamber' s request and report to Council at the September 5,
� 1989 Council Meeting.
�I The Utility Fund revenues and expenditures are projected to be
$6 ,593,898 . 00 during FY90 . Finance Director Larry Koonce reported
I a 2$ increase in water sales from last year and a 67$ increase in
� waste water sales. Upon receipt of the City audit, revenues and
� .k, expenditures will be analyzed to determine if any adjustments in
rates should be considered. Staff was directed to continue to
pursue negotiations with the City of Southlake for their purchase
of additional sewerage capacity from the City of Grapevine. f
Discussion continued relative to the cost of processing waste water
; and the rate equitability to residential and commercial customers.
� The Convention & Visitors Bureau Fund was reviewed with comments
� made that the proposed FY90 budget is in compliance with State law
governing the expenditure of hotel/motel taxes collected by the
City. The proposed budget for FY90 is $1, 862, 338 . 00. Brief
Council discussion ensued relative to possible realocation of funds
for arts related projects for the Library and Parks & Recreation
Department, as well as promoting the downtown tourist area.

The Golf Course Fund budget is projected to be $1, 065, 586. 00 with �
no rate increase . Capital Improvements planned are construction of �
restroom facilities on the course. �
Continuing review of the proposed budget, Council briefly discussed �

the Capital Projects Fund and Insurance Fund. �
�
Mayor Tate then announced the Community Budget Presentation '
scheduled for Thursday, August 24 , would be cancelled. Further ;
consideration of the proposed budget by the Council would be during �
the public hearing scheduled for September 5, 1989. �

Council Member Spencer made a motion to adjourn the meeting at fr
9: 50 p.m. Seconded by Council Member Pittman, the motion prevailed �
