Amendment Reguest for reallocation of funding to the Senior
Citizens Center from previous water and sewer improvement
allocations and take any necessary action. _

ITEM 1 . PUBLIC HEARING, REALLOCATION OF TARRANT COUNTY COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) FUNDS

Mayor Pro Tem Ware declared the public hearing open.
I
j Parks & Recreation Director Mark Mailes stated the public hearing �'
; was a requirement for reallocation of water and sewer improvement
j funds from Tarrant County Community Development Block Grant
i Program for the expansion of the Senior Citizens Center. h'
;
I Mr. Mailes reviewed a slide presentation of the history of the
i Grapevine Senior Citizens Center, which was constructed in 1978 ;
; and expanded in 1980. ��
�
i
j Mayor Pro Tem Ware invited guests present to speak regarding the
� reallocation of funds . Ms. Madalene Gay expressed concern about
the overcrowding of the Senior Citizens Center and the need for
;
the expanded facility. There was no correspondence to report.
�' Council Member Pittman, seconded by Council Member Traverse,
� offered a motion to close the public hearing. The motion
; prevailed as follows:

� ITEM 2. RESOLUTION, AUTHORIZING REALLOCATION OF WATER AND SEWER
; IMPROVEMENT FUNDS FOR EXPANSION OF SENIOR CITIZENS
� CENTER
; Parks & Recreation Director Mark Mailes requested Council consider
j a resolution authorizing the reallocation of water and sewer
; improvement funds from Tarrant County Community Development Block
Grant Program (CDBG) for the expansion of the Senior Citizens
'� Center. The total estimated cost for the proposed 2 ,320 square ��
'a foot addition is $200 ,000 .00 , with 40� or $80 ,000 . 00 being funded `�

through CDBG funds . The expansion will include enlargement of one
of the multi-purpose rooms, enlargement of the women' s restrooms,
additional storage and an office.
The caption of the proposed resolution was read into the record.
Council Member Traverse made a motion to approve the resolution
authorizing reallocation of water and sewer improvements funds for
the expansion of the Grapevine Senior Citizens Center. Council
Member Spencer seconded the motion which prevailed by the
following vote:
Ayes . Ware, Spencer, Traverse, Pittman & Wickman
Nays . None
Absent: Tate & Wilbanks
RESOLUTION NO. 89-36
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, AUTHORIZING THE
REALLOCATION OF TARRANT COUNTY COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) FUNDS
FOR THE EXPANSION OF THE SENIOR CITIZENS
CENTER AND PROVIDING AN EFFECTIVE DATE
ITEM 3. AUTHORIZE NEGOTIATIONS FOR ARCHITECTURAL AND ENGINEERING
SERVICES CONTRACT FOR SENIOR CITIZENS CENTER EXPANSION
Parks & Recreation Director Mark Mailes requested authorization
for negotiating a contract with the firm of Harvey G. Moore--AIA
Architects for architectural and engineering services for the
expansion of the Senior Citizens Center and authorize the City
Manager to execute said contract.
Council Member Pittman offered a motian to authorize contract
negotiations with Harvey G. Moore--AIA Architects for
architectural and engineering services for the expansion of the
Senior Citizens Center and authorize the City Manager to execute
said contract. The motion was seconded by Council Member Traverse
and prevailed by the following vote:
Ayes . Ware, Spencer, Traverse, Pittman & Wickman
Nays . None
Absent: Tate & Ware
MISCELLANEOUS REPORTS AND/OR DISCUSSION
ITEM 4 . Council Member Pittman stated the presentation to the
Texas Department of Highways and Transportation
Commission regarding improvements to State Highway 121
and State Hiqhway 114 was well prepared. The
justification study prepared by DeShazo, Starek & Tang,
Inc. and the City Staff appeared to have been well
received by the Highway Commission, who stated they were
sensitive to Grapevine' s request.
ADJOURNMENT
Council Member Spencer offered a motion to adjourn the meeting at
7: 15 p.m. Council Member Traverse seconded the motion which
prevailed as follows:
Ayes . Ware, Spencer, Traverse, Pittman & Wickman
Nays . None
Absent: Tate & Ware
