The Invocation was delivered by Mayor Pro Tem Ted R. Ware.
ITFM I. ORDINANCE, ADOPT 1988-$9 BL?D�GE'.�
City Ntan<�.ger Denni.s E. Dawsan reparted fhat fhe proposed budget �'or fiscal
year 1988-89 (FY89) requires a $0.4275 tax rate that includes additional it�ns
Council requested to be considered. Lengthy c�eli.beration ensued relative �a
Pay For Per�ormance increases, sick leave buy-back, and Police Deparf�zt
Step-Pay Plan.
During discussion, it was the consensus that all salary related items Council
requested be considered {with adjustr�nt of the salary range from 0-11�
to 0-7�) be i.rxcluded in the proposed budget. The remainder of the items wnuld
be included in t.he F'Y89 budget but would not be �xpended withaut Cotancil
approval. The adjustm�,nt resulted in a proposed General Fund budget for FY89
af �13,106,705.
The caption of the proposed ordanance was read into the recard.
Council M�r Spencer reques�ed t�hat Section 3 0�' the proposed ordinance
znclude revisions that w�u2d inform the Council af all depart�ntal transfers. -
Following discussion, Mayar Pm Tem Ware made a motion to adopt the FY89
b�zdget as ��u�mi�ted by Staff, with the addition of �hibit "A" dated
� Sept-cmber--S� 1988, 11:29 a.m. , "Addi�iona]. Items Under Cansideration by
, i°/1�/�auncil", be included and also that Section 3 be amended �c,i include reparting
to Covncil any budget transfers over $5,000.00. Council N�.�mber Glynn offered
