SUBJECT: MUNICIPAL COURT UPDATE
The highlights of the year for Municipal Court revolve around the developing,
processing, process improvement and program initiation. The Municipal Court
Advisory committee was established to act as a vehicle for cross divisional
review and discussion regarding major issues. It has brought together the
Municipal Court Clerk's Office, the Police Department, The Municipal Court
Judge's Office and the City Manager's Office in order to flush out potential
problem areas and to make recommendations. Jennifer Hibbs is the Chairperson
of the Committee and the Committee meets at the call of the Chairperson.

The next area of improvement was the implementation of the hand held ticket
writer system. The new process has made the up front ticket processing a lot
easier for the officers in the field. In addition it has made data entry of tickets
faster and more accurate. The number of tickets issued since implementation
has increased by 9-10%.
The Clerk's office has initiated several control procedures in order to keep up
with the expanding workload in the courts. A number of changes were directed at
improving internal controls, system controls and process improvement. They
included such things as segregation of duties, supervisor review and controlled
access to signature stamps, etc.
The Municipal Court has also participated in the Teen Court Program. This
program allows for a juvenile to experience the judicial process by a review of
their peers. It has been a very successful program in the City of Grapevine.
