SUBJECT: WORKBHOP—STAFFING ANALYSIS PRESENTATION
As you may recall, in 2011 budget, there was significant Council dialogue on staffing
levels and the possible need for a staffing analysis study. Funding {$50,000) was
allocated for this purpose in the budget. Over the past few months our Personnel
Director has talked to other Directors and identified a highly qualified firm for this unique
study; Public Sector Personnel Consultants.
I will begin our discussion on staffing and the unique variables that affect Grapevine.
This will be followed by a presentation on a proposed staffing analysis study by Matt
Weatherly, President of Public Sector Personnel Consultants, whose firm is being
recommended for this task.

Public Sector Personnel Consultants (PSPCJ originated in 1972 with the Public Sector Group of
the international human resources consulting firm of Hay Associates. PSPC was established as an

MATTHEW E. WEATHERLY, PRESIDENT AND OWNER

Mr. Weatherly has over 10 years of experience as a human resources management professional and
consultant, specializing in position classification, compensation, recruitment and selection. He has
served as a Human Resources Manager with Employee Solutions, Inc. and Staffing Consultant with Initial
Staffing Services.
