SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
2011 CATERPILLAR BACKHOE LOADER THROUGH AN
INTERLOCAL PARTICIPATION AGREEMENT WITH THE
LOCAL GOVERNMENT PURCHASING COOPERATIVE
(BUYBOARD)
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of a 2011 Caterpillar
backhoe loader from Holt Cat through an Interlocal Participation Agreement with the
Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase
is not to exceed $94,291.14.
FUNDING SOURCE:
Funding for this purchase is currently available in account 200-48910-531-1 (Capital
Equipment/Machinery Purchase Fund/Motor Vehicles) in the amount of$94,291.14.
BACKGROUND:
This purchase will be made in accordance with an existing Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard) as allowed
by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Holt Cat under
contract number 345-10. The Interlocal Participation Agreement satisfies all bidding
requirements under the Local Government Code.
This purchase is for one Caterpillar 430E 4EX Backhoe Loader for the Public Works
Waste Water Department. This equipment is critical in the daily maintenance of the City
of Grapevine Water and Sewer Infrastructure. The Public Works Water Department
received approval to purchase this new Caterpillar 430E 4EX Backhoe Loader in the
Vehicle and Equipment Replacement List for FY2012 on September 13, 2011
The 430E meets the specifications required for excavation applications and the required
breakout force and horsepower. This equipment is equivalent to recently purchased
Backhoe loaders, therefore standardizing parts, minimizing inventory and reducing down
time for service with maintenance familiarization.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
2011 CATERPILLAR BACKHOE LOADER THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative(Buyboard)and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with Holt Cat, contract#345-10, for Construction Equipment; and
WHEREAS, the City of Grapevine has a need to purchase a 2011 Caterpillar
backhoe loader.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a 2011 Caterpillar backhoe loader from Holt Cat through an Interlocal Agreement with
the Local Government Purchasing Cooperative (Buyboard) for $94,291.14.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of January, 2012.
