AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE,T�XAS,
CALLING A BOND ELECTION TO BE HELD WITHIN SAID CITY; MAKING
PROVISION FOR THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS
" INCIDENTAL THERETO;AND DECLARING AN EMERGENCY
WHEREAS, the City Council (the"City Council") of the City of Grapevine,Texas (the "City")
finds and determines that an Elec�ion should forthwith be called and held in the City for the purpose
of submitting certain propositions for the issuance of bonds for the purposes herein set forth;
WHEREAS, the City Council further finds and determines that holding said election on a date
other than a uniform election date is in the public interest;
WHEREAS, the City Council finds and declares that the meeting at which this Ordinance is
considered is open to the public as required by law, and that public notice of the time, place and
purpose of said meeting was given as required by Chapter 551, Texas Government Code; therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OI+GRAPEVIN�, TCXAS:
Section 1. Findin�s. The statements contained in the preamble to this Ordinance are hereby
adopted as findings of fact and as a part of the operative provisions hereof.
Section 2. Election Ordered:Date: Proposition. An Election(the"Election")shall be held for
and within the City of Grapevine,Texas,on Saturday, December 5, 1998 (the"Election Day"), at which

"Shall the City Council of the City of Grapevine,Texas, be authorized to issue and sell
general obligation bonds of the City, in one or more series or issues, in the aggregate
principal amount of$30,245,000,with the bonds of each series or issue, respectively, to
mature serially in such installments as may be fixed by the City Council, the maximum
maturity being not more than forty (40)years from their date, to be issued and sold at
any price or prices and to bear interest at any rate or rates as shall be determined within
the discretion of the City Council at the time of issuance, for the purpose of providing
funds for permanent public improvements,to wit:constructing,improving and widening
streets and thoroughfares and related utility relocation,drainage,landscaping,sidewalk
and signalization improvements,and acquiring land and interests in land therefor; and
to provide for the payment of the principal of and interest on the bonds by levying a taY
sufficient to pay the annual interest on and to create a sinking fund sufficient to pay said
bonds as they mature?"
PROPOSITION NO.2
"Shall the City Council of the City of Grapevine,Texas,be authorized to issue and sell
general obligation bonds of the City, in one or more series or issues, in the aggregate
�� principal amount of$6,750,000,with the bonds of each series or issue, respectively, to
mature serially in such installments as may be fixed by the City Council, the maximum
maturity being not more than forty (40)years from their date, to be issued and sold at

any price or prices and to bear interest at any rate or rates as shall be determined within
the discretion of the City Council at the time of issuance, for the purpose of providing
funds for permanent public improvements, to wit: constructing, equipping and
° expanding the City's municipal library system, and acquiring land and interests in land
therefor; and to provide for the payment of the principal of and interest on the bonds
by levying a tax sufficient to pay the annual interest on and to create a sinking fund
sufficient to pay said bonc�s as they mature?"
PROPOSITION NO.3
"Shall the City Council of the City of Grapevine,Texas, be authorized to issue and sell
general obligation bonds of the City, in one or more series or issues, in the aggregate
principal amount of$1,625,000 with the bonds of each series or issue, respectively, to
mature serially in such installments as may be fixed by the City Council, the maximum
maturity being not more than forty(40)years from their date, to be issued and sold at
any price or prices and to bear interest at any rate or rates as shall be deterniined within
the discretion of the City Council at the time of issuance, for the purpose of providing
funds for permanent public improvements, to wit: constructing, equipping, expanding
and renovating the City's fire stations and acquiring land and interests in land tlierefor,
and acquiring fire-fighting equipment; and to provide for the payment of the principal
of and interest on the bonds by levying a tax sufficient to pay the annual interest on and
to create a sinking fund sufficient to pay said bonds as they mature?"
PROPOSITION N0.4
� � "Shall the City Council of the City of Grapevine,Texas, be authorized to issue and sell
general obligation bonds of the City,in one or more series or issues, in the aggregate
principal amount of$1,270,000,with the bonds of each series or issue, respectively, to
mature serially in such installments as may be fixed by the City Council, the maximum
maturity being not more than forty (40) years from their date, to be issued and sold at
any price or prices and to bear interest at any rate or rates as shall be determined within
the discretion of the City Council at the time of issuance, for the purpose of providing
funds for permanent public improvements, to wit: acquiring,constructing, developing,
improving,renovating and equipping municipal parks and trails in and for the City, and
acquiring land and interests in land therefor; and to provide for the payment of the
principal of and interest on the bonds by levying a tax sufficient to pay the annual
interest on and to create a sinking fund sufficient to pay said bonds as they mature?"
PROPOSITION NO. 5
"Shall the City Council of the City of Grapevine,Texas,be authorized to issue and sell
general obligation bonds of the City, in one or more series or issues, in the aggregate
principal amount of$610,000, with the bonds of each series or issue, respectively, to
mature serially in such installments as may be fixed by the City Council, the ma�umum
maturity being not more than forty (40)years from their date, to be issued and sold at

the discretion of the City Council at the time of issuance, for the purpose of providing
funds for permanent public improvements,to wit:constructing, developing, equipping,

improving and renovating the Senior Citizen Center, and acquiring land or interests in
a� ' land therefor; and to provide for the payment of the principal of and interest on the
bonds by levying a tax sufficient to pay the annual interest on and to create a sinking
~` � fund sufficient to pay said bonds as they mature?"
Section 3. Official Ballot. (a) Voting at the Election on Election Day and early voting by
personal appearance shall be by the use of an optical scan voting system.
(b) The official ballots for the Election shall be prepared in accordance with the lexas
Election Code so as to permit the electors to vote"FOR"or"AGAINST" the aforesaid proposition(s)
which shall be set forth on the ballots substantially in the following form:

"THE ISSUANCE OF$30,245,000 GENERAL OBLIGATION STREET IMPROVEMENT BONDS
AND THE LEVYING OF A TAX IN PAYMENT THEREOF."
PROPOSITION NO.2
"THE ISSUANCE OF $6,750,000 GENERAL OBLIGATION LIBRAIZY I30NDS AND Tl-IL
LEVYING OF A TAX IN PAYMENT THEREOF."
PROPOSITION NO. 3
"THE ISSUANCE OF$1,625,000 GENERAL OBLIGATION FIRE STATION AND EQUIPMENT

PROPOSITION NO.4

AND THE LEVYING OF A TAX IN PAYMENT THEREOF."
Section 4. Persons Quatified to Vote. All resident qualified electors of the City shall be eligible
to vote at the Election.
Section 5. Compliance with Code. The Election shall be held in compliance with the Texas
Election Code,V.T.C.A.Election Code (the"Code")except as modified by other applicable provisions
of law.
Section 6. Election Precincts: Polling Place. The election precincts for the Election and the
polling places for the precincts are listed on Annex I attached hereto,which is incorporated herein by
reference and made a part hereof for all purposes.

Section 7. Appointment of Election Ofticers. The persons designated on Annex I are hereby
x� appointed as officers to conduct the Election.
` ' Section 8. Earl, Voting. The early voting place and the address for early voting by mail for the
Election are hereby designated as set forth in Annex I.
Section 9. Voting Hours a'nd Dates. (a) On Election Day, the polls shall be open from 7:00
A.M. to 7:00 PM.
(b) Early voting by personal appearance shall be conducted on the days and during the
hours set forth in Annex I.
(c) Applications for early voting by mail shall be submitted to the Early Voting Clerk during
the time period and at the address set forth in Annex I.
Section 10. Election Materials. The Election materials enumerated in Secs. 272.001, et. seq.,
of the Code,shall be printed and furnished in both English and Spanish for use at the polling place and
for early voting, and provisions shall be made for oral assistance to Spanish-speaking voters.
Section 11. Notice of Election. A substantial copy of this Ordinance shall serve as proper notice
of the Election, which notice shall be given by posting substantial copies of this Ordinance in both
English and Spanish at the City Hall and at three (3) other places within the City not later than the
twenty-first (21st) day prior to the date upon which the Election is to be held; and substantial copies
of this Ordinance in both English and Spanish shall be published on the same day in each of two (2)
successive weeks in a newspaper of general circulation in the City, the date of the tirst }�ublication to
� °� be not less than fourteen (14) days nor more than thirty(30) days prior to Election Day.
Section 12. Necessary, Actions. The Mayor and the City Secretary of the City, in consultation
with the City's attorney and bond counsel are hereby authorized and directed to take any and all actions
necessary to comply with the provisions of the Code and the Federal Voting Rights Act in carrying out
and conducting the Election,whether or not expressly authorized herein.
Section 13. Declaring An ErnergencX. That the public importance of this Ordinance and the
fact that it is in the best interest of the City to provide for the improving, acquiring, constructing,
reconstructing, renovating and equipping of the improvements herein contemplated at the earliest
possible date constitutes an emergency and creates a necessity for the immediate preservation of the
public peace, property, health and safety of the citizens of the City requiring that this Ordinance be
passed and take effect from and'after its passage in accordance with the Charter of the City.
