TELECONFERENCE GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS In accordance with Orders of the Office of the Governor of the State of Texas, the Grapevine Housing Authority will conduct the meeting scheduled at 4:30 pm on May 28, 2020 by teleconference in order to advance the public health goal of limiting face- to- face meetings (also called " social distancing") to slow the spread of the Coronavirus COVID- 19). Board Members may attend the meeting in person or by phone. There will be no public access to the Grapevine Housing Authority Office. The meeting agenda and the agenda packet will be posted online at www. grapevinetexas.gov. The public toll-free dial -in number to participate in the telephonic meeting is 1-210-469-4097. The audio conference PIN is 427 435 707 #. The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting. Starting at 3:00 pm on Wednesday, May 27, citizens can submit a Citizen Appearance request form from the City's website at https:www.grapevinetexas.gov/89/Agendas-Minutes. During the meeting, the names of those that have submitted a form will be called on to speak in the order the forms were received. The deadline to submit requests will be 3:00 pm on Thursday, May 28. A recording of the telephonic meeting will be made, and will be available to the public in accordance with the Open Meetings Act upon written request. CALL TO ORDER: 4:30 p.m. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. 2. Consideration and approval of Resolution No. 20-05 to adopt the 2020 COVID-19 Budget and take any necessary action. 6. Consideration and acceptance of the March and April 2020 monthly financial statements and take necessary action. All Commissioners attended by telephone. Members of the public were invited to participate by telephone by a number posted on the agenda. The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 28th day of May 2020 by telephone, with the following members present to wit: Linda Troeger Bonnie McHugh Karen Rice Ethel Anderson Teri Rhodes -Cantu Chair Vice -Chair Finance Officer Resident Commissioner Commissioner Constituting a quorum, with the following also present: Duff O'Dell City Council Liaison Greg Jordan CFO City of Grapevine Jane Everett Executive Director CALL TO ORDER Chairperson Troeger called the meeting to order at 4:30 p.m. Item #1. Citizen Comments Beginning at 3:00 p.m. on May 27, citizens were able to submit a citizen appearance request form on the City's website. Requests were received through 3:00 p.m. on May 28. No requests were received prior to the meeting. Chairperson Troeger allowed anyone on the phone to speak. There were no citizens on the phone. Item# 2. The Executive Director presented to the Board the By -Laws of the Grapevine Housing Authority regarding Article III — Meetings. The Executive Director outlined the various types of meetings and the Board asked questions regarding the meetings. No action was taken. Item #3. Reoort of the Executive Director (Informational Only) A. Rent Delinauency and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through May 25, 2020. B. Capital Funds Reoort and Work in Progress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. The remaining 2018 Capital Fund money will be spent in June. C. Reoort of Public Housing Activity and Issues There was a grease fire on Scribner Street. No one was hurt and there was very little damage. The Grapevine Fire Department responded quickly. NEW BUSINESS Item #4 - Consideration of the minutes from the A ril 23 2020 meetincl and take any necessary action. The Board was provided the minutes from the April 23, 2020 meeting for approval. Commissioner Rice moved and Commissioner McHugh seconded to accept the April 23, 2020 minutes as presented. Ayes: Troeger, McHugh, Rice, Anderson & Rhodes -Cantu Nays: None Motion passed Item #5 — Consideration and aogroval of Resolution No 20-05 to adopt the CARES Act Funds Budget and take necessary action On March 27, 2020 the President signed the Coronavirus Aid, Relief, and Economic Security (CARES) Act. HUD's Office of Public and Indian Affairs (PIH) awarded $21,005 of supplemental operating funds to the Grapevine Housing Authority. The Board was presented with the budget for the $21,005. Commissioner Rice moved and Commissioner McHugh seconded to approve Resolution No. 20-05 to approve the CARES Act Funds budget. Ayes: Troeger, McHugh, Rice, Anderson & Rhodes -Cantu Nays: None Motion passed Item #6 - Consideration and acce tance of the March and April 2020 monthly financial statements and take necessary action The Board was presented with electronic copies of the March and April 2020 monthly financial statements. Commissioner Rice moved and Commissioner Rhodes -Cantu seconded to accept the March and April 2020 monthly financial statements. Ayes: Troeger, McHugh, Rice, Anderson & Rhodes -Cantu Nays: None Motion passed ADJOURNMENT Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded that the meeting be adjourned. Ayes: Troeger, McHugh, Rice, Anderson & Rhodes -Cantu Nays: None Motion passed.
