1. Please seal all sheets. Please provide the following sheets from CU12-
31: Dimensional Control, seating plan, and building elevations. Cloud the
areas on the original plans which have changed on the revised plans.
Submit five (5) copies of each sheet at the 11" x 17" size and include the
three sheets at the back of the final submittal.
2. Please add the following notes and revise the request with the following:
a) Conditional use request CU13-29 is a request to amend the
previously approved site plan of CU12-31 (Ord. 2012-47) to
allow the possession, storage, retail sales and on -premise
consumption of alcoholic beverages (beer, wine and mixed
beverage) specifically to allow outdoor dining, revise the
building elevations and floor plan in conjunction with a
restaurant.
b) The entire site is the premises.
c) No outdoor loudspeakers are proposed.

3. Please label the three parallel parking spaces on the south side of the
restaurant as employee parking.
4. Please make the line representing the existing sanitary sewer line south of
the restaurant less prominent.
5. Please provide the previous parking plan establishing the amount
and method of off-street to be provided for the proposed use.
6. Two parking spaces have been added on the west side of the restaurant.
Please revise accordingly if the spaces were added inadvertently.
7. Please revise the case number in the signature block to CU13-29.

Emergency plan
10. The emergency plan will be used by Building Inspections and will not be
part of the final numbered sheets for Conditional Use final submittal. The
parking plan will be sheet 6 of 6.

12. Please provide the masonry calculations table for the exterior elevations.
13. Please label the roll up door and label the "siding as specified" as a
product meeting the 70% masonry requirement.

15. For verification purposes please email a PDF of the final sheets prior
to reproducing the final copies.
The above comments must be reflected in the final submittal, which
is due by Thursday, October 31st. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
One (1) unfolded, unstapled blackline copies of each sheet (minimum
size 22" x 34")
five (5) reduced copies of the site plan only at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

Lazy Bones
There are A/C units in the parking parallel parking space on the south side of the site. These are an
encroachment by the neighbor, however will interfere with parking at this location.
There is no grading or drainage plan in the set. The Final engineering plans will need to show that the
existing drainage from the east and south is accepted on the property and drains to the public right of
way.
The Kitchen moved in the new site plan. The Sewer line constructed has a manhole with a service
connection. The location and size of the grease trap may need to be modified with the final plans.
Show paving connecting to the end of the drive approach at the northwest corner of site.
Grapevine Market BBQ
Based on the plan we assume the gate at wall street is to remain closed like the existing condition. If this
gate is to be opened additional improvements for sidewalk and driveway at wall street will need to be
added.
No utility plan was provided. Is it the intent to use the existing water and fire services. A restaurant
usually has a greater demand.
The sanitary sewer service and grease trap will need to connect to a manhole.
Fire Department should review to determine if fire access is adequate.
520 S Main
A plat is required.
The plan indicates 2- 9' wide driveways into the garage. These are to narrow! a single 24' wide drive
may be able to work.
A sidewalk is required along college. Show the sidewalk with appropriate ADA ramps.
There are 2 parking spaces east of the driveway listed as visitor spaces. This would require backing into
the street. These spaces will not be allowed. In addition these spaces prevent the sidewalk and
pedestrian access across the property.
Parking spaces 6 and 7 do not have space to back out and turn.
The fire department needs to review this plan.
Indicate the location of water meter vaults, fire riser and FDC.
Is the garage gated? There is not adequate space for a island with a keypad. The residents may need to
use openers.
The space in front of the dumpster will be used as a parking space as shown. Measures will be required
to keep the sidewalk clear of vehicles, and allow for trash pick up. consider a 3" curb or other deterrent.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU12-31 (Ord. 2012-47) approved at the September 18, 2012
meeting for a restaurant with the possession, storage, retail sale and on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages), specifically to
allow outside dining, revisions to the floor plan and modifications to the exterior
elevations in conjunction with a 4,530 -square foot restaurant and take any other action
necessary.

Conditional Use Request CU12-31 (Ord. 2012-47) and Historic Landmark Subdistrict
HL12-05 (Ord. 2012-48) was submitted by Adam Baker and were approved by Council
at the September 18, 2012 meeting. The Conditional Use Request was to allow the
possession, storage, retail sale and on -premise consumption of alcoholic beverages
(beer, wine and mixed beverages) in conjunction with a restaurant. The Historic
Landmark Subdistrict designation was for Lazy Bones restaurant. Council approved
CU 12-31 with the condition that the occupancy be limited to 110 persons. No outside
dining was associated with the request.
With this request the applicant proposes the following changes:

On August 28, 2013 the Historic Preservation Commission approved Certificate of
Appropriateness CA13-75 on the subject site to reduce the square footage of the
building with the conditions the existing brick -scored wood siding be reinstalled on the
west wall of the building in a 12 -foot x 16 -foot inset panel with an interpretive marker
explaining its significance, exterior wood windows and wood doors and all exterior
materials, finishes and paint colors would be Commission approved under a separate
Certificate of Appropriateness and a permit be obtained from Building Inspections. The
applicant's parking plan illustrates, in addition to the on-site parking, three public parking
lots located at the northeast corner of South Main Street and Franklin Street, the
northwest corner of Jenkins Street and East Worth Street, and a lot accessed from East
Texas Street or Jenkins Street providing a total of 169 parking spaces.
