Any application for a change in zoning or for an amendment to the zoning

Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required tiling fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the

Purpose of Request:
The public hearing is to consider an application submitted by Messina Hof Winery for

PROPERTY LOCATION AND SIZE:
The subject property is located at 201 South Main
Street and is platted as Lots 4 and 5 and N Y2 Lot 3,
Block 20, City of Grapevine and Public Square. The
subject property contains approximately 36,545
square feet and has 270 feet of frontage along South
Main Street, 310 feet along Jenkins Street, and 100
feet of frontage along East Wall Street and East
Texas Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession, storage, retail
sale and on- and off -premise consumption of alcoholic beverages (wine only) in
conjunction with a winery.
It is the applicant's intent to utilize the Wallis building and former home of the City's
Convention and Visitors Bureau as a winery for Messina Hof Winery. The first floor of the
4,516 structure will contain several tasting areas as well as a production area and a portion
devoted to retail sales. The bulk of the upstairs second floor will be devoted to public
meeting space, a small museum and a tasting area. Hours of operation area proposed as
follows:
• Monday through Thursday: 10:00 a.m. to 7:00 p.m.

• Friday and Saturday: 10:00 a.m. to 9:00 p.m.
• Sunday: 11:00 a.m. to 6:00 p.m.
There will be no kitchen in the building but a microwave and small convection over will be
utilized when necessary for preparing pre-packaged food for small groups and events.
Very limited appetizers will be available in the tasting areas consisting primarily of cheese
and fruit plates and artisan bread. Required parking for the winery and public meeting
space is 50 spaces; 5.1 spaces are available on Jenkins, South Main, East Wall and East
Texas Streets. Based on the previous occupant's (CVB) utilization of the building with over
38 full-time employees as well as visitors throughout the day, the proposed winery is
adequately served by on -street parking in the immediate vicinity. No outside activities/uses
are proposed with this request.
PRESENT ZONING AND USE:
The subject property is currently zoned "GU" Governmental Use District and was the
former home of the City's Convention and Visitors Bureau.
The subject and surrounding properties were zoned "C-2" Community Business District
prior to the 1984 City Rezoning which rezoned the subject and surrounding property to
"CBD" Central Business District. The subject site was later rezoned at a July 19, 1994
meeting (Z94-07) which rezoned city owned property including all city parks to "GU"
Governmental Use District.

The subject tract is located within both `Zone A" Zone of Minimal Effect and "Zone B" Zone
of middle effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional
Airport Environs" Map. In "Zone A," few activities will be affected by aircraft sounds except
for sound sensitive activities such as auditoriums, churches, schools, hospitals, and
theaters. In "Zone B" the following uses may be considered only if sound treatment is
included in building design: multifamily apartments, motels, office buildings, movie theaters,

restaurants, personal and business services. Single family residential and sound sensitive
uses such as schools and churches should avoid this zone. The applicant's proposal is an
appropriate use in both of these noise zones.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Governmental Use. The applicant's
request complies with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Main Street as a Type F Collector with a minimum 60 -
foot right-of-way.

Proposed Wallis Building Use
The focus of our business model for Grapevine is to extend our brand loyalty and to generate new
wine club members through the tasting room. Grapevine's central location allows us to draw those
people to the winery who may have only seen our wines on the grocery store shelf or at the wine
store. History has proven that if you can draw a customer to your winery you can build a strong
loyalty program with them. Grapevine, through its diversified base of visitors, offers a great
opportunity to expand our retail program. Messina Hof also celebrates the wine seasons and holidays
by creating small harvest events, crush events, blessings and so on. Times will be carefully chosen to
not compete with other Grapevine wineries, creating new opportunities to bring visitors to Historic
Main Street. We also work closely with families to provide an environment in which they can
celebrate family milestones, reunions and other related activities. There is ideal space on the second
floor for groups and local organizations to hold small meetings during the week which can be
completely separated from the downstairs tasting room and retail activities.
The proposed business hours are Monday through Thursday l Oam — 7pm, Friday and Saturday l Dam
— 9pm and Sunday 11 am — 6pm. We will open additional hours for festivals and special events. Our
business model further includes working very closely with Grapevine wineries Historic District
businesses, hotels, the Convention & Visitors Bureau and the Historic Downtown Grapevine
Association.
Tourism is a team sport and we see ourselves as partners in the Grapevine tourism industry and
Texas wine is our product.

Proposed Wallis Building Use

The Wallis was built in 1991 to help revitalize the north end of Main Street and to demonstrate that
the reconstruction of historic Grapevine buildings would enhance the character of the Historic
District as well as to provide office space for the Convention & Visitors Bureau. The Wallis was
successful in all those arenas.
Today we respectfully request that the Wallis be used to revitalize Grapevines brand as a Texas
Winery Tasting Room destination and that it be a draw to increase visitors to the downtown Historic
District.
Messina Hof Winery is recognized as the Gold Standard for Texas wineries. Their wines are
distributed throughout Texas and 10 states. Of the 275 bonded commercial Texas wineries, only two
others can make that claim. They operate with exceptional professionalism and success in two
locations, Bryan/College Station and Fredericksburg.
Due to their reputation in the Texas wine industry, Messina Hof will draw many new visitors to
Grapevine. Their presence will also benefit existing Grapevine wineries much in the same way that
the Gaylord Texan benefitted existing Grapevine hotels when it opened and has continued to do so
over the past decade.
Messina Hof will be a full production facility, with both red and white wines being fermented on
property and served to the public. In addition to their tasting rooms, they will have a significant retail
component with high end wine related items and accessories.
The Wallis will not have a kitchen. A microwave and small convection oven will be available in the
workroom for warming pre-packaged foods for small groups and special events. Very limited
appetizers will be served at the tasting room bars consisting primary of cheese and fruit plates and
artisan bread.
Public spaces will be maintained on the second floor for small group meetings or social gatherings.
These spaces are available to the public with or without a wine event. The Bonarrigos have been
very successful in creating a very social and family friendly atmosphere at their existing winery
tasting rooms and the same will hold true in Grapevine.

Parking
The Wallis Building functioned successfully with 38 full time employees on-site along with 3 or 4 part time
employees, 2 or 3 volunteers and a steady flow of vendors and visitors throughout the day. The immediate
parking at Liberty Park Plaza more than adequately provided for full time and part time employees and
accommodated the various visitors to the building throughout the day. During high volume traffic times more
than adequate parking, existed in the City's lots on Wall Street as well as off East Texas Street.
The proposed use will reduce staff to 2 full time employees during regular business hours with up to five
people during high demand activities. During weekday regular business, Grapevine tasting rooms rarely
experience more than 3 to 5 visitors at a time. For evenings and weekends those numbers increase but still are

building will remain inside the festival grounds and special events that the winery would host would be
weekends and public holidays.
The attached site plan has actually increased the number of parking spaces at Liberty Park Plaza by restriping
some areas to code that had previously been striped wider than code required. Recent agreements with First
Baptist Church also allows the use of additional spaces at the Box Center on Jenkins Street during non -
Church event times and new spaces at Church and Texas also provide additional parking.

This letter is to verify that your request for a conditional use permit located at 201 South Main
Street and platted as Lots 4, 5 & North %2 3, Block 20, City of Grapevine to allow the possession,
storage, retail sale and on- and off -premise consumption of alcoholic beverages (wine only) in
conjunction with a winery was approved by the City Council on April 15, 2014. A copy of the
approved site plan and ordinance are enclosed.
On April 15, 2014, the Planning and Zoning Commission recommended the City Council approve
the request as stated above.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
