CONTRACT i' THE GRACE BUILDING
City Council to consider approval of a resolution for a roof replacement contract for the
City -owned Grace building, located at 610 Shady Brook Drive, with Weatherproofing
Technologies, Inc. through an established Cooperative Agreement with The Cooperative
Purchasing Network (TCPN).
FUNDING SOURCE:
Funding for this purchase is currently available in account 174 - 74004 - 021 -000 (Capital
Replacement for the Grace Facility) for a total amount not to exceed $34,040.96.
This purchase will be made in accordance with an existing Cooperative Agreement with
The Cooperative Purchasing Network (TCPN) as allowed by Texas Local Government
Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the cooperative and a contract was awarded to Weatherproofing
Technologies, Inc. The Facilities staff and Purchasing reviewed the contract for
specification compliance and pricing and determined that the contract would provide the
best product, service and pricing for meeting the needs of the City.
The contractor will:
• Remove the shingles, felt, and any damaged decking from the building.
• Provide and install new 30 pound felt with dimensional shingles.
• Replace rotten wood as needed.
• Provide a two year warranty against defects in workmanship.
The existing roof is over 17 years old and repair costs are increasing every year due to
high winds blowing off shingles. Roofs in this area typically last around 15 - 20 years. As
part of the lease agreement with Grace, the City is responsible for maintenance of the
building which is also located on City property.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO EXECUTE A
ROOF REPLACEMENT CONTRACT FOR THE GRACE
BUILDING THROUGH AN ESTABLISHED COOPERATIVE
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, The Cooperative Purchasing Network (TCPN) is a qualified purchasing
cooperative program as authorized by the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established a Cooperative
Agreement with TCPN and wishes to utilize a contract meeting all State of Texas bidding
requirements; and
WHEREAS, TCPN has established a contract, #R5101 Job Order Contracting
Services with Weatherproofing Technologies, Inc.; and
WHEREAS, the City of Grapevine, Texas has a need to replace the roof on the City -
owned building at 610 Shady Brook Drive, as the City is responsible for maintenance of
the building under the lease agreement with Grace.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes a roof
replacement contract for the Grace building from Weatherproofing Technologies, Inc. for a
total amount not to exceed $34,040.96.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said Grace building roof replacement.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 6th day of May, 2014.
