At the tirrye the plan was sukanit�ed, it met the � j State Highway Depa�t�ent's criteria. After review, the State Highway Department indicated preference to straighfi.ening the aligrur�nt as much as ` passible and superelevation o� the reverse curves at Ira E. Woods Avenue i (Highway 26) and at Dooley Street. The straigh�ening of the aligrur�ent wnuld � result i.n small right-of-way purchases frcgn several reside.ntial praperty 'j owners on the north side of Dallas Road. The superelevation would ma,ke the F j intersection design and drainage design of Ira E. Woods Avenue {Hi.ghway 26} ' and Uooley S�.ree�. intersections dif�icult and requir� additional right-of-way � 3 requ.ir�r�nts for grading. ? Ms. Palm�r then review�ed the proposed aliyr��nt sul�nitted in July, 1987 to the �. j' Sta�e Highway Dep��xtmF.nt. The revised plan propased a 90' right-of�aay the � entire length of Dallas Raad, elima.nated the medians, moved the intersection "' � of Ball StreetlWilliam D. Tate Avenue nor�hward to straighten the reverse � � curves so that the superelevatian would not be requixed at that intersection, � � therefore res4lving fihe drainage and design prablems for that area. The � revised proposal was also expanded fran the Ball StreetjWilliam D. Tate ? intersect.ion westward to Highway 114, making the project eligible for Federal � Aid to Urban Systeqn (FAUS) funding. A}.so noted was the reaiigrurent af Dooley � ;� Street frc�r► the railroad tracks south to Dallas Road to inter�ect with Berry = Street, west of �he e,xisting Dooley Street intersection. The passibility af ` � signalization at Main Str�t/Da11as Roa.d, Daoley Street/Dallas Road and Spur j � 382jDallas Road was discussed, as well as the cast of the praject. As a state � funded project, the Dallas Road widening project would cost approximatel.y ` t $6 miilion including the propo�ed �ten�ion to the west. If all w�ere approved, � the project could be bid the last quarter of 1988. � � z Mr. Millard Dilg, 2121 Forest Hill Road, expressed the need of the citizens to � know whether pooley Street would be straightened south of the railroad to �, Dallas Road. 6 � ; After lengthy deliberation, Council Member Glynn made a m�tion for staff to #; °' proceed with the revised realignn�ent plan of the Dallas Road widening project � � and possible funding frcgn the state under the Federal Aid to Urban System � ; funcling. Mr. Mike Keefer, Fire Inspector, was presented with a certificate of �. appreciation by Mayor Pro Tem Ware for receiving the Valedictorian Award in a ' Fire Inspector Certification Course. Mr. Keefer received. certification as a f Class "A" Fire Inspector and is responsi.ble for fire safety in c�ercial � ` buildings. �: � � PRESENTATION, PUBLIC PROPFI�I'Y FINANCE CONTRACI'UAL OBLIGATIONS City Manager Dennis Dawson introduced Mr. Ray Hutchison, of Hutchison, Price, � Boyle & Brooks, to address the City Council regarding public property finance € i Contractual Obligations as a method of financing capital equipnent. � ; Mr. Hutchison gave a brief background and analysis of public property finance � j Contractual Obligations. Historically, the methodology to purchase equipnF.nt !� j was through a lease/purchase arrangement and be charged veridor or cons�er k 1 rates which is a very expensive way of purchasing equi�ient. That method does � � not take advantage of the tax exempt status of municipal obligations. The ; Public Property Finance Act, Article 2368a.2, V.A.T.C.S. passed by the State Legislature, states that cities can enter into Contractual Obligations for the � pu.rpose of acquiring personal property and equi�alt and can develop a � contractual mechanism in whatever manner they de�n appropriate. 'I'lie newly � developed concept would allaw the City to issue a negotiable security under the Public Property Finance Act and acquire personal property with the proceeds received frcm the sale of such securities. The obligations wnuld be � secured by a continuing ad valorem tax throughout the life of the property. ; 1 The security assures the City the lowest interest rate available. � I Mr. Harold McInroe, of First Southw�est Ccxnpany, then addressed the City � Council concerning the advantages and fl�ibility the Contractual Obligations ,?; offer an issuer noting the obligations would be suY�t►.itted to the rating � a � � � 1 � j � � F 08/04/87 4- } � agencies and would be expected to be given a rating identical to the out- � standing debt of the issue. The obligations do not require advertisement, �; therefore, are not subject to a referendlun. They would be classified as a = debt of the issuer and �cluded frcen the effective tax rate computation and � the obligations could be placed privately by First Southwest C�zy, as f agent, or sold competitively. A 3-4 week period w�uld elapse between the date the City Council would authorize the issuance of the obligation and the date � the money would be on hand for actual use. � � PRESF��]TATION, FREESE & NICHOLS INC., WAZ�2 SUPPLY ` � ; � Director of Public Works Jerry Hodge introduced Mr. Bob Nichols of Freese & a ' Nichols Inc. to present the report concerning the water supply needs for the � � City of Grapevine. � Mr. Nichols reviewed the report at length giving an overview of the water �' supply of the City. He noted the sources of supply for the City are Lake � Grapevine and the Trinity River Authority. The T.R.A, plant currently has a �: rated capacity of 27 million gallons per day and the basic area in Grapevine � served by T.R.A. is the area south of the St. Louis-Southw�estern Railroad Line. The City of Grapevine water supply system is rated at 4 million gallons � per day and serves the remainder of the City. Mr. Nichols noted the area , north of the railroad tracks had not developed as predicted in the 1985 Master � Plan and therefore rec�nded the service area boundaries remain the same. ' � � He reviewed the cost analysis involved in the expansian of the City's � treatlnent plant or taking all future water fran T.R.A. 'Itao plans were � sukamitted for consideration. Alternate 1 w�uld expand the Grapevine water ; treatment plant to 7 million gallons per day for a total cost of $190,448,280. � Alternate 2 with no expansion of the City water treat�ent plant w�uld cost _ $199,531,850 based on the twenty year life cycle comparison (1990-2010) . ` He reported, based on the twpxity year life cycle cost analysis, the following ` rec�ndations: no need for boundary revisions, implementation of two ; delivery points, implement additional storage, expansion of the distribution �` system and expansion of the treatment plant. The expansion of the water � treatznent plant wr�uld increase the city's ability to supply water should the � T.R.A. be faced with an emergency situation. i K � ' CITIZENS REQUFSTS - DR. TE�2RY G�ILKER Dr. Terry Walker, 3830 W.T. Parr Road, addressed the City Council as to the � status of the fluoridation of the City's water supply. Was there a State _ grant to fluoridate the water supply and what areas of the city are � ` fluoridated. City Manager Dennis Dawson noted there was a grant for �' fluoridation implemented through the Grapevine water treai�nent plant on the � north service area and the water supply is not being fluoridated through the � Trinity River Authority. � € CONSENT AGEDIDA � The first item to be considered by the Council was the consent agenda items, � which were deemed to need little or no discussion and were acted upon as one � business item. They are short-term bank loans, lease/ ; $ purchase agree.ments, authorized bond issues, certificates of obligation, and F � Public Property Finance Contractual Obligations. He noted that fran the � j business prospective and prudence prospective the most cost effective method r. ; for the city would be to issue one Contractual Obligation. He noted the ; obligations offered the most advantages, the greatest flexibility, and the } lowest cost of all the financing opportunities. He reported the current = interest is 6.5$ on a seven year Contractual Obligation. x � K In regard to the lease/purchase contract entered into in 1987 for a $400,000 � fire truck, the interest under the agreement would be 8.5$, whereas a � Contractual Obligation could provide seven year borrowing at 6.5� interest, a , savings of $31,000. He also requested direction whether to include the police = and street equi�nent proposed in the FY88 Budget (appr�imately $704,874) in � one issue with the fire truck for an overall savings of $95,000 in financing ` charges. � Lengthy Council discussion ensued. Coa�nents expressed were concern over using s this type of financing vehicle every year, researching the possibility of payout of current lease/agreements resulting in a substantial savings, and the � savings involved in issuing one Contractual Obligation instead of two. � Dr. Terry Walker, 3830 W.T. Parr Road, expressed concern that this type of � financing could possibly be used every year, concern over usage of current � bond monies and the timing of the proposal. � E During the deli.beration, Mr. Ray Hutchison of Hutchison, Price, Boyle & Brooks revi�wed the Arbitrage Rule stating that if you make an arbitrage profit and � you expend all the proceeds within six months, the rebate rule does not apply. The I� current contract expires December 31, 1987 and the proposed contract would be I for five years fran that date. i � ; Brief Council discussion ensued with clarification as to staffing of the Pro � Shop and the licensing for the sale of beer and wine for on-premise � I cons�nption in the Golf Shop Restaurant.
