HomeMy WebLinkAboutORD 1994-042 ORDINANCE NO. 94-42 { AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES CHAPTER 16 PARKS AND RECREATION, SECTION 16-2 RELATIVE TO INCREASING THE NUMBER OF MEMBERS; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, there currently exists numerous boards, commissions and committees within the City of Grapevine, Texas, handling a variety of affairs for the City; and WHEREAS, Section 3.07(f) of the Charter of the City of Grapevine empowers the City Council to provide for appointment to such boards and committees; and WHEREAS, the City Council deems it in the best interest of the City to amend the structure of certain boards and committees to provide for additional member positions. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF �. > GRAPEVINE, TEXAS: Section 1 . That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied herein in their entirety. Section 2. That the Grapevine Code of Ordinances Chapter 16 Parks and Recreation, Section 16-2 relative to number of inembers, qualifications and terms is hereby amended to read as follows: "Sec. 16-2. Same--Number of inembers; qualifications; terms. The board shall consist of not less than five (5) nor more than eleven (11� citizens and qualified voters of the city, who shall be appointed by the city council for two (2) year terms. Members shall serve until their successors are appointed, without compensation. Places on the board shall be number one through eleven with Places 1, 2, 3, 4, 5 and 11 being appointed for two year terms in odd-numbered years, and Places 6, 7, 8, 9, 10 being appointed for two years in even-numbered years starting with appointments made on June 7, 1994. The city council, in making the appointments to the board, shall give due consideration to the recommendation of the Chamber of Commerce, planning and zoning commission and the Grapevine School Board. The city council, if it deems it desirable, may appoint ex officio members to the board. There is hereby created an ex officio member of the board shall be nominated by the Grapevine-Colleyville School Board, and approved by the city council. The board member shall be a Grapevine resident and school board trustee. The appointment of this ex officio member shall be on an annual basis and the term of office shall begin and conclude in June of each year. There is hereby created an ex officio member of the board who shall be a student and be nominated by the prinicipal of Grapevine-Colleyville High School, and approved by the park board and by the city council. The board member shall be a Grapevine resident. The appointment of this ex officio member shall be on an annuat basis and the term of the appointment shall begin and conclude in June of each year. Vacancies on the board are to be filled by appointment by the city council for the length of the unexpired term. The board may submit recommendations to the council for filling of vacancies." Section 3. The fact that the present ordinances and regulations of the City of - Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas creates �,;,� an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its passage, and it is accordingly so ordained. Section 4. That this ordinance shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 7th day of June , 1994.
