�,,� AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE
OF ORDINANCES CHAPTER 19 PLANNING, SECTION
19-21 PLANNING & ZONING COMMISSION CREATION,
APPOINTMENT OF MEMBERS AND TERMS AND SECTION
19-33 RELATIVE TO MEMBERS OF THE COMMISSION
PROVIDING FOR ALTERNATE MEMBER POSITIONS AS
DEEMED NECESSARY; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, there currently exists numerous boards, commissions and
committees within the City of Grapevine, Texas, handling a variety of affairs for the
City; and
WHEREAS, Section 3.07�f) of the Charter of the City of Grapevine empowers
the City Council to provide for appointment to such boards and committees; and
WHEREAS, the City Council deems it in the best interest of the City to amend
" h the structure of certain boards and committees to provide for alternate member
positions.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1 . That all of the above premises are found to be true and correct and
are incorporated into the body of this resolution as if copied herein in their entirety.
Section 2. That the Grapevine Code of Ordinances Chapter 19, Article II
Planning &Zoning Commission, Section 19-21 relating to the creation of the Planning
& Zoning Commission and appointment of inembers and terms is hereby amended to
read as follows:
"There is hereby created and established for the City a Planning & Zoning
Commission, which shall be composed of seven (7) members and two (2)
alternate members. The members shall be resident citizens and qualified voters
of the City, all of whom shall be appointed by the City Council to serve for
�- .� terms of three (3) years, with the exception of the altemate members who shall
serve for one (1) year terms. All vacancies shall be filled for the unexpired term
in the same manner as provided for the original appointments. All expired
�,..:.�. terms shall be filled for terms as provided for the original appointments and in
the same manner. Members of the Commission may be removed by the City
Council. The members of the Commission shall serve without compensation."
Section 3. That the Grapevine Code of Ordinances, Chapter 19, Division 2.
Bylaws, Section 19-33 relating to members of the commission is hereby amended to
read as follows:
T" "The planning and zoning commission shall be composed of seven (7) members
and first and second alternate members. All members shall be resident citizens
and qualified voters of the City. Regular members shall be appointed by the
City Council to serve for terms of three (3) years. The alternate members of
the commission shall meet with the commission and serve in the place and with
the full power of a member in the absence of a member. Such alternate
members shall be designated as first and second alternates and shall serve in
the place of a member in such designated priority. The alternate members shall
serve for a period of one year. All vacancies shall be filled for the unexpired
term in the same manner as provided for the original appointments. All expired
terms shall be filled for terms as provided for the original appointments and in
the same manner. Members of the commission may be removed by the
consent of the City Council. The members of the commission serve without
compensation."
Section 4. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas creates
an emergency for the immediate preservation of the public business, property, health,
safety and general welfare of the public which requires that this ordinance shall
� , become effective from and after the date of its passage, and it is accordingly so
ordained.
Section 5. That this ordinance shall take effect from and after the date of its
passage.
