JOINT PUBLIC HEARINGS ZONE CHANGE APPLICATION Z11 -06. CONDITIONAL USE APPLICATION CU11 -26. PLANNED DEVELOPMENT OVERLAY APPLICATION PD11 -06 - GRAPEVINE TERRACE APARTMENTS First for the Commission to consider and make recommendation to City Council was zone change application Z11 -06, conditional use application CU11 -26 and planned development overlay application PD11706 submitted by SPK Development Partners property located at 2311 West Grapevine Mills Circle and proposed to be platted as Lot 1, Block 1, Grapevine Terrace Apartments Addition. The applicant was requesting to rezone 11 acres from "R -MF -2" Multifamily District to "R -MF" Multifamily District. The 122011 P & Z JOINT PUBLIC HEARING DECEMBER 20, 2011 applicant is also requesting a conditional use permit to vary from the established standards relative to density, height, parking and front yard setback and a planned development overlay to include but not be, limited to do-viation from building length, building separation and location, location of off -street parking and landscaping. This case was tabled at the October 18 and November 15, 2011 public hearing, all three requests were tabled to the December 20, 2011 meeting to give the applicant the opportunity to more concisely answer questions from the Council and Commission relative to the conditional use request and variances that are part , of the planned development overlay. Mr. Jon Koster, the apolicant, and Mr. David Hicks, the architect, was available to answer questions requested favorable consideration, Mr, Hicks explained the need for an elevator in the four story building making the upper units ADA compliant. Martin Nays: None ZONE CHANGE APPLICATION Z11 -07 CONDITIONAL USE APPLICATION CU11 -29 PLANNED DEVELOPMENT OVERLAY PD11 -07 - BROADSTONE GRAPEVINE APARTMENTS Next for the Commission to consider and. make recommendation to City Council was zone change application Z11 -07, conditional use application CU11 -29, planned development overlay application PD11 -Q7 submitted by Alliance Realty Partners for property located at 300 West Glade Road and proposed to be platted as Lot 1, Block 1, Broadstone Grapevine Addition. The applicant was requesting to s ezone 16.23 acres from "PCD" . Planned Development District to "R -MF" Multifamily District for the development of a 321 unit multifamily complex. The applicant is also requesting a conditional use permit to vary from the established standards relative to building height and parking and a planned development overlay to include but not be limited to deviation from building length and building location relative to off - street parking. Mr. Nick Wilhelmson and Mr. Bill Deacon, the applicants, were available to answer questions requested favorable consideration. Discussion was held regarding the amenities, height of the buildings due to garages on first floor and the look of the buildings along Glade Road. Mr. Dean Elbridge, developer of Stone Bridge Oaks, offered support of the project. With no further questions, guests to speak, one letter of support, the public hearing was closed. In the Commission's deliberation session, discussion continued regarding the best use for the property. Herb Fry moved to deny zone change application Z11 -07.
