AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE
CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1993 AND ENDING SEPTEMBER
30, 1994; PROVIDING FOR INTRA- AND INTER-
DEPARTMENTAL FUND TRANSFER; PROVIDING FOR
INVESTMENT OF CERTAIN FUNDS; DECLARING AN
EMERGENCY; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, notice of a public hearing on the budget for the City of Grapevine,
Texas for the fiscal year 1993-94 (FY94) was heretofore published in accordance with
law; and
WHEREAS, a public hearing was duly held and all interested persons were given
an opportunity to be heard for or against any item therein.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF

Section 1 . That the appropriation amounts for the FY94 budget for the
different funds of the City of Grapevine are hereby fixed as follows:
General Fund (Includes PCMF & PSMF) 16,486,907
Utility (Includes PCMF) 8,�491,148
Debt Service Fund 5,041,082
CVB Fund 2,349,626
Lake Enterprise Fund (Includes PCMF) 1,329,485
General Govt. Capital Projects Fund 8,710,450
Utility & Lake Ent. Capital Project Fund 1,586,400
Firemen's Relief & Retirement Fund 4,000
Fleet Services Fund 579,432
Insurance Fund 2,210,389
Heritage Foundation Fund 638,385
Section 2. That a copy of the official adopted 1993-94 budget document shall
be kept on file in the office of the City Secretary and the Grapevine Public Library.

Section 3. That the City Manager be and is hereby authorized to make intra-
and inter-departmental fund transfers during the fiscal year as becomes necessary in
�� order to avoid over-expenditure of a particular object code and report all fund transfers
between departments over 55,000.00 to the C�ty Council.
Section 4. That the City Manager is authorized to approve expenditures up to
u S5,000.00. Any expenditures over the 55,000.00 limit require the approval of the
City Council.
Section 5. That the City Manager is authorized to reclassify positions within
city service as warranted by personnel and position classification studies.
Section 6. That the City Manager and/or Finance Director is authorized to
invest any funds not needed for current use, whether operating funds or bond funds
in the United States Treasury Bills, Certificates of Deposit, Savings Accounts, Time
Deposits, Open Accounts in Official City Depositories, or any other investment
instrument authorized in the Texas Public Funds Investment Act of 1987.
Section 7. The fact that the fiscal year begins on October 1, 1993 requires
that this ordinance be effective upon its passage and adopted to preserve the public
peace, property, health, and safety and shall be in full force and effect from and after
its passage and adoption, and emergency is hereby declared.
