AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS
AMENDING ORDINANCE NO . 82-73, THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF
GRAPEVINE, TEXAS, SAME BEING ALSO KNOWN AS
APPENDIX "D" OF THE CODE OF ORDINANCES OF THE
CITY OF GRAPEVINE, TEXAS, BY PROVIDING FOR
AMENDMENTS AND CHANGES TO ZONING
REGULATIONS BY AMENDING SECTION 12 DEFINITIONS;
SECTION 23 "LB" LIMITED BUSINESS DISTRICT;
SECTION 24 "CN" NEIGHBORHOOD COMMERCIAL
DISTRICT REGULATIONS; SECTION 25 "CC" COMMUNITY
COMMERCIAL DISTRICT REGULATIONS; SECTION 26
"HC" HIGHWAY COMMERCIAL DISTRICT REGULATIONS;
SECTION 27 "PO" PROFESSIONAL OFFICE DISTRICT
REGULATIONS; SECTION 28 "CBD" CENTRAL BUSINESS

NOT TO EXCEED THE SUM OF TWO THOUSAND
DOLLARS ($2,000.00) FOR EACH OFFENSE AND A
SEPARATE OFFENSE SHALL BE DEEMED COMMITTED
EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS
OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1 . That Ordinance No. 82-73, the Comprehensive Zoning Ordinance
of the City of Grapevine, Texas same being also known as Appendix "D" of the Code
of Ordinances of the City of Grapevine, Texas is hereby amended in the following
particulars, and all other sections, subsections, paragraphs, definitions, words and
phrases of said Appendix "D" are not amended but are hereby ratified, verified and
affirmed:
A. That Section 12 Definitions is hereby amended by amending Subsection
12.448 to read as follows:
�. ,
"448a. WIDTH OF LOT shall mean the distance between the side property
lines measured at a required building setback line, measuring
�..,� parallel to the front property line, perpendicular to the side
property line. At no time, however, shall the front property line
be less than twenty (20) feet."
"448b. WIDTH OF LOT, CUL-DE-SAC, shall mean the distance between
the side property lines measured at a required building setback
line, measuring parallel to a perpendicular line bisecting the angle
between two (2) side property lines. At no time, however, shall
the front property line be less than twenty (20) feet. A cul-de-sac
is a street, one end of which is closed and consists of a circular
turn-around."
B. That Section 23 "LB" Limited Business District is hereby amended by amending
Subsection 23.H. and by the addition of a new Subsection 23.M.5. to read as
shown on the attached Exhibit "A".
C. That Section 24 "CN" Neighborhood Commercial District Regulations is hereby
amended by amending Subsections 24.H. and 24.M.4 and by the addition of
a new Subsection 24.M.6. to read as shown on the attached Exhibit "6".
D. That Section 25 "CC" Community Commercial District Regulations is hereby
amended by amending Subsection 25.G.5 and Subsection 25.H. and by the
addition of Subsection 25.M.6. to read as shown on the attached Exhibit "C".
E. That Section 26 "HC" Highway Commercial District Regulations is hereby
amended by amending Subsection 26.M.4 and the addition of a new
Subsection 26.M.8. to read as shown on the attached Exhibit "D".
F. That Section 27 "PO" Professional Office District Regulations is hereby
amended by amending Subsections 27.H. and 27.M.4 and by the addition of
a new Subsection 27.M.6. to read as shown on the attached Exhibit "E".
G. That Section 28 "CBD" Central Business District is hereby amended by the
addition of a new Subsection 28.M. to read as shown on the attached Exhibit

H. That Section 29 "HCO" Hotel and Corporate Office District is hereby amended
by the addition of a new Subsection 29.M.6 to read as shown on the attached
Exhibit "G".
I. That Section 31 "LI" Light Industrial District is hereby amended by the addition
of a new Subsection 31 .N. to read as shown on the attached Exhibit "H".
Section 2. Any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a
sum not to exceed Two Thousand Dollars (52,000.00) for each offense and a

separate offense shall be deemed committed each day during or on which an offense
occurs or continues.

Section 3. If any section, article, paragraph, sentence, clause, phrase or word
in this ordinance, or application thereto any person or circumstances is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby
declares it would have passed such remaining portions of the ordinance despite such
invalidity, which remaining portions shall remain in full force and effect.
Section 4. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the public creates an emergency which requires that this
ordinance become effective from and after the date of its passage, and it is
accordingly so ordained.

5. MAXIMUM IMPERVIOUS SURFACE: The combineti area
"�°°� occupied by all main and accessory structures, parking, storage,
loading and other paved areas shall not exceed eighty (80) percent of
the total lot area.
G. AREA REGULATIONS: The following minimum standards shall be
required:
1. LOT WIDTH: Every lot shall have a minimum width of eighry (80)
feet.
2. LOT DEPTH: Every Iot shall have a minimum depth of not less than
one hundred (100) feet.
3. FRONT YARD: Every lot shall have a front yard of not less than
fifteen (15) feet which shall be utilized a s a landscaped setback area.
Front yards shall not be used for any building, structure, fence, wa11
^� w or storage area, except that signs may be permitted in this area.
Front yards shall be landscaped with grass, shrubbery, vines, or trees
'�°�y and no part shall be paved or surfaced except for minimum access,
driveways and sidewaiks in accordance with Section 53 of this
Ordinance.
4. SIDE YARDS: Every lot shall have two side yards, each of which
shall be not less than ten (10) feet in width.
S. REAR YARD: Every lot sha11 have a rear yard of not less than
twenty-five (25) feet in depth.
6. DISTANCE BETWEEN BUII.DINGS: The minimum distance
between detached principal or accessory buildings on the same lot
shall be not less than twenty {20) feet.
H. BUFFER AREA REGULATIONS: Whenever an LB District abuts a
� - residential district, a wall, fence, or berm at least six (� feet in height shall

I. HEIGHT:
1. No principal structure shall be erected or altered to a height exceeding
two (2) stories or twenty-five (25) feet except buildings located
adjacent to an R-20, R-12.5, or R-7.5 District, buildings shall not
exceed one (1) story or twenty (20) feet in height.
2. No accessory structure shall be erected or altered to a height
exceeding fifteen (15) feet.
J. LANDSCAPING REQUIREMENTS: Landscaping shall be required in
accordance with Section 53 of this Ordinance.
K. OFF-STREET PARKING: Off-street parking shall be provided in
accordance with the provisions of Sections 56 and 58 and shall be
landscaped in accordance with Section 53 of this Ordinance.

L. OFF-STREET LOADING: Off-street loading shall be provided in
accordance with the provisions of Section 57 of this Ordinance.
M. DESIGN REQUIREMENTS: The following design requirements shall
apply in the LB District:
1. No outdoor storage, except for refuse disposal, shall be permitted.
Refuse disposal areas shall be landscaped and screened from view.
2. Mechanical and electrical equipment, including air conditioning units,
shall be designed, installed and operated to minimize noise impact on
surrounding property. All such equipment shall be screene� from
public view. �
, - 3. Lighting shall be designed to refiect away from any adjacent
� residential area.

4. The masonry requirements of Section 54 shall be met.

5. ADDITIONAL BUFFERING. SCREENING. FENCING, &
LANDSCAPING. The Planning and Zoning Commission may
recommend and the Citv Council may require additional
buffering, screening, fencing and landscaping requirements on any
zone change, conditional use or special use case or concept plan
in addition to or in lieu of bufferin�, screening fencing, or
landsca.�in�requirements set out specifically in each use district
when the nature and character of surrounding or adjacent
property dictate a need to rec�uire such methods in order to
protect such propertv and to further provide protection for the
general health, welfare and morals of the community in general.

accordance with the provisions of Sections 24(M)4., and 53 of this

any residentially zoned property than a distance equal to one and one-half
(1-1/2) times the height of such building or structure.

accordance with Section 53 of this ordinance.

3. Lighting shall be designed to reflect away from any adjacent

4. Whenever a C-N District is ��ea�e� adjacent to any residentially
zoned district, a buffer strip, at least twenty (20) feet in width shall
be provided between the two (2) districts. A wall, fence or berm
shail be erected to effectively screen the C-N District from the
residential area. No streets, alley, vehicular storage or use shall be
permitted in the required buffer strip.
5. The masonry requirements of Section 54 shall be met.
6. ADDITIONAL BUFFERING, SCREEIVING, FENCING &
LANDSCAPING. The Planning and Zoning Commission may
recommend and the City Council ma� require additional
bufferinQ, screening, fencing and landscaping requirements on anv
zone change, conditional use or special use case or concept plan
� - in addition to or in lieu of buffering, screQning fencing or
landsca�ing requirements set out spe�ificallv in each use district
� when the nature and character of surrounding or adjacent
�ro�ertv dictate a need to require sach methods in order to
protect such �ropertv and to further provide protection for the
general health, welfare and morals of the community in general.
N. PLANNED COMMERCIAL CENTER DESIGN REQUIl2EMENTS: Each
lot or parcei of land created within a Planneti Commercial Center shall
comply with the following requirements:
1. MINIMUM YARD REQUIREMENTS OF PLANNED
COMMERCIAL CENTERS: The front yard requirements contained
in Section 24.G.3. shall be applicable to each lot or parcel of land
within a Planned Commercial Center. A minimum ten (10) foot side
and a minimum twenty-five (25) foot rear yard shall� be required
around the outside perimeter of the Planned Commercial Center.
. - Minimum side and rear yard requirements of interior lots may be
� required if deemed necessary by City Council in order to meet the

4. SIDE YARDS: Every lot shall have two (2) side yards, each of
which shall be not less than twenry (20) feet in width. Planned
Commercial Centers permitted as a conditional use shali meet the
requirements of Section 25.N.1.
5. REAR YARDS: Every lot shall have a rear yard of not less than
twenty-five (25) feet in depth except as specified below. Planned
Commercial Centers permitted as a conditional use shall meet the
requirements of Section 25.N.1.
Whenever a side or rear yard is adjacent to any residential area, the
minimum side or rear yard, as the case may be, shall be increased to
a distance equivalent to two 2 times the
height of the tallest building on the lot.
�s °� 6. DISTANCE BETWEEN BUII.DINGS: The minimum distance
between detached principal or accessory buildings on the same lot
�� shall be not less than forty (40) feet.
H. BUFFER AREA REGULATIONS: Whenever a CC District abuts a
residential district, an appropriate buffer and screen shall be provided in
accordance with the provisions of Section 53 and 25-(M)4 of this Ordinance.
In addition, no building or structure shall be located nearer to any
residentially zoned property than a distance equal to �
two 2 times the height of any building or structure.

fifty (50) feet except buildings located contiguous to an eacisting R-20,
R-12.5, or R-7.5 District, height shall not exceed one �(1} story or

landscaping requirements of Section 53.H.2.(b) may be required if
deemed necessary by City Council in order to meet the provisions of
Section 48.
3. MINIMUM OPEN SPACE REQUIREMENTS OF PLANNED
COMMERCIAL CENTERS: At least twenty (20) percent of the total
site area of the Planned Commercial Center shall be devoted to
nonvehicular open space (Nonvehicular open space is any area not
� - devoted to buildings, parking, loading, storage, or vehicular use.)

grass, shrubbery, vines, or trees and no part shall be paved or
� � surfaced except for minimum access, driveways, and sidewalks.
Provided, however, the front yard set back for lots fronting on the
south side of Northwest highway, between Jenld.ns Street and Dooley
Street, shall be a minimum of ten (10) fe�t and may be used for off-
street parking, drives, and sidewalks. The ten (10) foot front yard for
this area shall not be used for any building, structure, fence, wall, or
storage area.
4. SIDE YARDS: No side yards are required, except that when
property in an HC District abuts property of a district in which a side
yard is required, a side yard of equivalent width shall be provided in
the HC District.
5. REAR YARD: A rear yard equivalent to the adjacent or contiguous
district shall be provided.
6. DISTANCE BETWEEN BUILDINGS: The minimum distance
�� -- between detached principal or accessory buildings on the same lot
shall be not less than ten (10) feet.
H. BUFFER AREA REGULATIONS: When an HC District abuts a
Residential District, an appropriate buffer and screen shall be provided in
accordance with the provisions of Section 50 of this Ordinance.

two (2) stories or thirty-five (35) feet.
2. No accessory structure shall be erected or altered to a height
exceeding fifteen (15) feet. �

any residentially zoned district, a buffer strip, at least twenty (20) feet
in width shall be provided between the two (2) districts. A wall,
fence, or berm shall be erected to effectively screen the HC District
from the residential area and no streets, alley, vehicular storage area
or use shall be permitted in the required buffer strip.
S. The Masonry Requirements of Section 54 shall be met.
6. All sales, display, or outdoor storage areas shall be surfaced in
accordance with Section 58 except those areas of nurseries and garden
center where living plants are located.
7. Storage areas for any product, excluding automobile and truck sales
� - and leasing, shall be completely enclosed by a blind fence or wall at
� least seven ("� feet high. No materials or products shall be stacked
higher than one (1) foot below the top of the fence or wall'

N. PLANNED COMMERCIAL CENTER DESIGN REQUIREMENTS: Each �
lot or parcel of land created within a Planned Commercial Center shall
comply with the following requirements:

�° - COMMERCIAL CENTERS: The front yard requirements contained
in Section 26.G.3. shall be applicable to each lot or parcei of land
� -° within a Planned Commercial Center permitted. The minimum side
and minimum rear yards as required in Section 26.G.4, and G.S. shall
be required around the outside perimeter of a Planned Commerciai
Center. Minimum side and rear yard requirements of interior lots
may be required if deemed necessary by City Council in order to meet
the provisions of Section 4$.
2. LANDSCAPING REQUIREMENTS OF PLANNED COMMERCIAL
CENTERS: The minimum landscaping requirements of Section
53.H.2.b. shall be applicable around the outside perimeter of a
Planned Commercial Center. For interior lots the minimum

H. BUFFER AREA REGULATIONS: Whenever a P-O District abuts a
Residential Districl, an appropriate buffer screen shall be. provided in
accordance with the provisions of Section 53 of this ordinance. In addition,
no building or structure shall be located nearer to any residentially zoned

M. DESIGN REQUIREMENTS: The following design requirements shall
apply in the P-O District: ,
1. No outdoor storage, except for refuse disposal, shall be permitted.
Refuse disposal areas shall be landscaped and screened from view.
2. Mechanical and electrical equipment, including air conditioning units,
shall be designed, installed and operated to minimize noise impact on
surrounding properry. All such equipment shall be screened from
� public view.
3. Lighting shall be designed to reflect away from any adjacent
residential area.
� 4. Whenever a P-O District is e�ea�e� adjacent to any residentially zoned
�^ district, a buffer strip, at least ten (10) feet in width shall be provided

between principal or accessory buildings on adjacent lots shall be not

H. BUFFER AREA R.EGULATIONS: Whenever the LI District abuts a
residentially zoned district, a landscaped buffer zone of not less than twenty-
five (25) feet in depth shall be provided from the lot line. No buildings or
structures, parking, loading or storage shall occur in the buffer area and
such area shall be landscaped to provide visual and acoustical privacy to
adjacent property. In addition, screening shall be provided in accordance
with the provisions of Section 50 of this Ordinance.
