The City Council of the City of Grapevine, Texas met in Special Session on
this the 27th day of August, 1987 at 6:00 p.m. in Capital I & II of the DEW
j Airport Hilton & Executive Conference Center, 1800 Highway 26 East, with the
following members present to wit:

Ted R. Ware Mayor Pro Tem
Jim Glynn Council Member
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Lynn R. Niedermeier Council Member
Gil Traverse Council Member
CALL TO ORDER
The meeting was called to order by Mayor Powers.

INVOCATION
The Invocation was delivered by Mayor Pro Tem Ware.
WORKSHOP, PROPOSED 1987-88 BUDGET
City Manager Dennis Dawson outlined reductions in the Economic Development
j Department's travel account as requested during the August 26 meeting. The
following funds were presented to the Council for review: Municipal Finance
Authority Fund, Debt Service Fund, Fireman's Retirement Fund and Insurance k`
Fund.
Director of Finance Ralph Seeley reviewed the operation of the Debt Service
Fund. Stating that 96% of the taxes were collected, and that all tax monies
collected would go toward payment to the Debet Service Fund and the remainder
' balance would go into the General Fund.

The possibility of self-insuring workman's compensation and general liability
was then discussed in detail. After review of the funds, the Council felt
that the Staff should locate areas in the budget that could be reduced to
allow the purchase of equipment instead of financing through Contractual
Obligation Bonds. Council directed Staff to have proposed reductions
available for the September 1 Council meeting.

There being no further business to come before the Council, Council Member '
a Wilbanks offered a motion to adjourn. Mayor Pro Tem Ware seconded the motion, `
which prevailed by the ensuing vote:
