BRIEFING SESSION Vice - Chairman Fry announced the Planning and Zoning Commission would conduct a briefing session relative to the following cases: Z11 -02 CITY OF GRAPEVINE CU11 -08 GG'S WINE ROOM CU11 -09 CLASSIC CHEVROLET FLEET SALES to discuss development issues. Consider Zoning Application Z11-02 (City of Grapevine) and make a recommendation to the City Council. 2. Consider Conditional Use Application CU11-08 (GG's Wine Room) and make a recommendation to the City Council. 3. Consider Conditional Use Application CU11-09 (Classic Chevrolet) and make a recommendation to the City Council. CONSIDERATION OF MINUTES 4. Consider the minutes of the April 19 and May 4, 2011 Planning & Zoning Commission meetings and take any necessary action. JOINT PUBLIC HEARINGS ZONE CHANGE APPLICATION Z11 -02 - CITY OF GRAPEVINE First for the Commission to consider and make recommendation to City Council was zone change application Z11 -02 submitted by the City of Grapevine for property located at 624 South Dooley Street and platted as Lots 3 and 4B, Block 23, Original Town of Grapevine. The applicant was requesting to rezone 0.74 acres from "R -7.5" Single Family District to "GU" Governmental Use District for office related uses. 051711 1 P & Z JOINT PUBLIC HEARING MAY 17, 2011 With no further questions, guests to speak, 2 letters of opposition, the public hearing was closed. In the Commission's deliberation session, B J Wilson moved to approve zone change application Z11 -02. Monica Hotelling seconded the motion. The motion prevailed by the following vote: Ayes: Fry, Wilson, Hotelling Pechter, Tiggelaar and Szot Nays: None CONDITIONAL USE APPLICATION CU11 -08 - GG'S WINE ROOM Next for the Commission to consider and make recommendation to City Council was conditional use application CU11 -08 submitted by Ganga Thapa for property located at 3000 Grapevine Mills Parkway #401 and platted as Lot 1 R3, Block 1, Grapevine Mills Addition Phase 1. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU10 -25A (Ord. 11 -02) for a planned commercial center in excess of 1,000,000 square feet of gross leasable area, specifically to allow the possession, storage, retail sale and on and off - premise consumption of alcoholic beverages (wine only) in conjunction with a wine tasting room. Ms. Ganga Thapa and Ms. Peggy Weaver were available to answer questions and requested favorable consideration. Ms. Thapa stated that she will be selling Texas wines. With no further questions, guests to speak, one letter of support, the public hearing was closed. In the Commission's deliberation session, Monica Hotelling moved to approve conditional use application CU11 -08. Wayne Szot seconded the motion, which prevailed by the following vote: Ayes: Fry, Wilson, Hotelling Fechter, Tiggelaar and Szot Nays: None CONDITIONAL USE APPLICATION CU11 -09 - CLASSIC CHEVROLET FLEET SALES Next for the Commission to consider and make recommendation to City Council was conditional use application CU11 -09 submitted by Speed Fab -Crete for property located at 2501 William D Tate Avenue and platted as Lot 1R2, Block 1R1, Classic Hummer Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU10 -01 (Ord. 10 -04) for an automotive dealership with the sale and repair of new and used vehicles, specifically to allow the addition of 2,866 square feet to the existing new car /service department facility. 051711 2 P & Z JOINT PUBLIC HEARING MAY 17, 2011 Mr. Ron Hamm, was available to answer questions and requested favorable consideration. With no further questions, guests to speak, nor letters or petitions, the public hearing was closed. In the Commission's deliberation session, B J Wilson moved to approve conditional use application CU11 -09. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Fry, Wilson, Hotelling Fechter, Tiggelaar and Szot Nays: None END OF PUBLIC HEARING CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the April 19, 2011 Planning and Zoning joint public hearing. B J Wilson moved to approve the Planning and Zoning Commission minutes of April 19, 2011. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Fry, Wilson, Hotelling Fechter, Tiggelaar and Szot Nays: None Next for the Commission to consider were the minutes of the May 4, 2011 Planning and Zoning workshop hearing. Monica Hotelling moved to approve the Planning and Zoning Commission minutes of May 4, 2011.
