Council on the Grapevine Lake destratification project
currently in progress.

IV. CONSENT AGENDA
Consent items are deemed to need little Council
deliberation and will be acted upon as one business item.
Any member of the City Council or member of the audience
may request that an item be withdrawn from the consent
agenda and placed before the Council for full discussion.
Approval of the consent agenda authorizes the City
Manager, or his designee, to implement each item in
accordance with Staff recommendation.
A. Consider an ordinance amending Chapter 7, Article II,
Sections 7-22 through 7-26 of the City Code relative
� to Dangerous Buildings condemnation procedures.
Director of Community Development recommends approval.
B. Consider a resolution supporting the Reservoir
Watershed Management Program recommended by the North
Central Texas Council of Governments to protect
Grapevine ' s future water supplies. City Staff
recommends approval.
C. Consider an ordinance amending Chapter 2 of the City
Code relating to Administration by adding Section 2-5
entitled Identification of City Vehicles and Heavy
Equipment. Police Chief recommends approval.
D. Consider an ordinance amending the City Code,
Appendix E, Article II , Standard Specifications for
Construction--Streets and Draingage, Item 1 . 6 relative
to Guarantee and Article III, Standard Specifications
for Construction--Water Distribution System and
Sanitary Sewer System, Item 1 . 6 relative to Guarantee.
Amending Article II clarifies the maintenance bond
requirements and establishes a fixed percentage to
cover potential street and drainage system failures.
Amending Article III changes the bond requirements
from one (1) year to two (2) years and establishes a
'� fixed percentage to cover potential trench failures.
Director of Public Works recommends approval.
E. Consider authorization for the Director of Public
Works to enter into a contract with Freese & Nichols
'� Inc. for a Southlake Sewer Service Study in an amount
not to exceed $5, 740. 00 (funding will be reimbursed by
the City of Southlake) . Director of Public Works
recommends approval.
F. Consider a resolution casting 65 votes for James K.
Norwood of North Richland Hills, Texas to be placed on
the ballot for the Tarrant Appraisal District Board of
Directors . City Staff recommends approval. �

G. Consider award of the bid for one 6-yard dump truck to
the low bidder, Dower Buick GMC Inc. , in the amount of
$21, 181 . 00 for the water distribution division.
Manager of Operations and Purchasing Agent recommend
approval.
H. Consider award of the bid for one concrete saw in the
amount of $6, 997 . 00 to the low bidder, Moody Day Inc. ,
for the wastewater collection division. Manager of
Operations and Purchasing Agent recommend approval.
I. Consider minutes of the Council meetings of
September 1 and September 8, 1987 . City Secretary
recommends approval as published.

B. City Council to consider authorizing the City Manager
to enter into a contractual agreement with LWFW
Incorporated to conduct a targeted industries study
and take any necessary action.

The first presentation was for a representa�.ive af Black & Veatch Engineers,
Inc. ta update the City Council on the G.rapevine Lake desf:ratification project
curreritly in progress.
Mr. Wal�.er 0'Brien, P.E. , reviewed the fund.amen�als of destratification and
described the facilities that w�xe installed at Grapevine Lake on April 24,
1987, ta remcave manganese frcan the City's water supply. The comgressed air
process is utilized at Grapevine La.ke due to its recreatianal use. There was
a slide presentation to explain the destrati£ica�ian process and he noted the
sys�.em should be turned on before the average aix tem��era�ure is greater tha.n
; the water temperature �Iate March or early April} and turned aff when the
average air te.mperature is less than the water t�mperature (la�.e September ar
early October) . The syst�n should be operated as is for at least ane mare
season and then detern�ine if the diffusers need to be relocated. He reported
that if the system is started before its ca.pped immediately by warnt water, it �
is anticipated the manganese wr�uld be eliminated in the water supply next
' year.

Mrs. Rosemarie Stevens, representative of the Grapevine Baha'i Faith,
presented the Mayor and each Council M,�snber with a copy of the Pranise of �i
World Peace. The message was prepared by the Universal House of Justice, the �
International body of the Baha'i Faith and was addressed to the peoples of the �
w�orld in conjunction with the United Nation's International Year of Peace. ;
More than 1 million copies, in 70 languages have been distributed am�ng ;
prcxninent members in goverrunent, businesses, and heads of state around the �
�
world. �
ORDINANGE, ANIENDING GRAPEVINE LIBRARY FINES �

The next order of business was for the City Council to consider an ordinance �
amending the Grapevine Li.brary fines and setting user guidelines for the Board �
Rocen. �
�
�
Library Director Janis Roberson reported the Grapevine Li.brary circulation has �'
increased from 180,000 in 1986 to 235,000 in 1987. Two years ago, the Library �
Board reccx�mended no increase in fines or fees as to encourage citizens to use �.
the new facility without the negative impact of new fines and fees. After a �
recent survey of area cities, Grapevine is still next to the only city that �
charges five cents a day for overdue books. She reviewed other fines or fees �
the Board recomnended increasing or changing. ;

Mrs. Roberson briefly noted that statistics kept since March 1986 on the P
Library meeting room use indicated that 941 lilarary programs, with 21,011 �
citizens attending, were sponsored or co-sponsored by the Library. Therefore, '" '
the Library Board recamnends continuing the policy of using the Library �
Meeting Roan for library related activities sponsored or co-sponsored by the �F:
Library and related to furtheri.ng the use of library materials. �

'� The next item of business was for the City Council to consider an ordinance
; relative to Construction Standards for i.nstallation of irrigation systems in
i subdivision rights-of-way.

� Director of Parks and Recreation Kevin Conklin noted the need to regulate the
types of irrigation syst�ns, location of the main lines and critical features
of the systems being installed in the rights-of-way by developers to beautify
the entrances to their subdivisions. If the City were to determine after the
subdivision build-out to maintain sane of the selected areas, it w�uld be
I critical that there be soane type of construction standards be adopted to
� regulate the irrigation syst�n.s being installed to facilitate repairs and/or
adjustments by City work crews after acceptance of the beautified area. The
design criteria w�uld be identical to that of the City park systems.
�
� During Council deliberation, it was determined there should be provisions in
; the ordi.nance to designate the authority to approve the irrigation system
related equignent.

Authority's notification there would not be funding availabile for a �
feasibility study to evaluate the comrnanity and technical related issues `
involved b utilizin Gra vine's Peach Street Wastewater Treatment Plant as a {

regional facility. The proposed study would include the impact of providing �
short-term (5 years) and long-term (20 years) service to the City of
Southlake. g

During discussion of this item, Council Member Spencer expressed concern that �
if the City of Southlake is permitted to utilize our wastewater treat�.nt ;'
plant, it might encourage develognent to go down the road where land prices ;
are less e�ensive. The City needs to encourage develognent in our City and
maybe by doing so is not opening the sewer syst�n to surrounding cities. �
Another factor to consider is the cost involved. It should be determined what �
it w�uld cost Southlake to put in their sew�er system. Our City officials in
the past looked ahead and provided the needed facilities for grawth and our
land costs reflect that.

be charged and the area of Southlake that would be serviced by our treatznent �

Econcanic Devela�.nt Director Rc>ber� Vick reviewed the Cotancil's request ta
research assistance available through membership in lacal organizations
regarding a targeted indus�.ries study. He r�parted the North T�as Cc�mission
operates in a regional mode and could not act on behalf of a city. The North
' Central Te�cas Cauricil of Governments could provide only the information that
, Sta£f would be able ta generate. The propasal presented foims the basis to
recruit �hose businesses Grapevine wants and needs. The City wnuld have the
oppartunity to be pro-active rather than re-active. The approved budge� w�uld
be readjusted to acc�date the study, if appraved. No additional funding
wr�uld be requested,
Mr. Jaseph Langham, representing LW�'W, stated that his c��pany has develop�d
' an econc�n.ic impact madel that would assist in identifying opportunities and
selectian af what Grapevine wants to at�ract out of the oppartunities
available.
