Manager, or his designee, to implement each item in

A. Consider a resolution supporting the application of
Tarrant County for funding under the Housing and
Community Development Act of 1974, asking the City' s
population be included for three successive years with
that of Tarrant County to carry out Community
Development Block Grant Program activities eligible
for assistance under Public Law No. 93-33, authorizing
the Mayor to execute additional forms as requested by
the Department of Housing and Urban Development.
Director of Public Works recommends approval.
B. Consider a resolution setting a public hearing date
for proposed amendments to Comprehensive Zoning
Ordinance No. 82-73, as amended, Section 12
Definitions, Section 25 "CC" Community Commercial
Zoning District and Section 26 "HC" Highway Commercial
Zoning District. Director of Community Development �
recommends approval, public hearing date of
November 17 , 1987 .
C. Consider award of the bid for the bank depository
contract from December 1 , 1987 through March 31 , 1991 .
Finance Director recommends awarding the contract to
First National Bank of Grapevine who submitted the bid
in the best interest of the City of Grapevine.

Director of Parks & Recreation Kevin Conklin gave a slide presentation of the
landscaping projects campleted on traffic islands in the City. He and Mayor
Pawers then presented the Grapevine Garden Club with a Plaque of Appreciation
for their cammxnity involvement and volunteer services to the landscaping
projects. Garden Club memb�rs Mrs. Jcetta King and Mrs. Gloria Stewart were
each recognized for their outstanding contri.butions to the beautification
, projects of the City by a presentation of plaques.
iPRESENTATION, FINANCE DIRDLZ'OR
I Mayor Pawers recognized Finance Director Ralph Seeley as .one of 20 members of
� the 570 member Goverr�ment Finance Officers Association of Texas to achieve the
� designation of Certified Government Finance Officer. To receive the
designation, m�mbers must acciunulate credit through experience, testing,
j education and service to the organization.

The next order of business was for the City Council and Planning & Zoning
Ccnmission to conduct a public hearing relative to proposed amenc�r�ents to
Canprehensive Zoning Ordinance No. 82-73, as amended, Section 49 Special Use
Permits.
Mayor P�rs declared the public hearing open.
Director of CaYmunity Develognent H. T. Hardy advised the proposed amenc�nts
( to Section 49 Special Use Permits would regulate sexually oriented businesses
� within the City. He noted there have been no problems that generated the
� proposed amenc�nents.
; There were no questions or cotmients fran the Council or Comnission. Ma.yor
' Powers inquired if there were any guests present to speak regarding the
� proposed amenc7ments. There were none and there was no correspondence to
� report.

� Council Me.mber Smith made a m�tion to close the public hearing. Camnission
Member Oliver offered a second and the vote prevailed as follows:

BID AWARDS, CIVIC C�LV'I�R F[TRNITURE AND FURNISHINGS �
The next it�n of business was for the City Council to consider the bid awards �
relative to Civic Center furniture, furnishings and equi�xnent. �
�
Purchasing Agent Allyson Neilson advised the bid for the Civic Center �`
furniture, furnishings and equignent was processed in accordance with
Article 2368a of Vernon's Texas Civil Statutes. Funding and installation of
the furnishings is through Civic Center bonds in the amount of $200,000.00.
Ms. Neilson noted the Facilities Cceimittee, as well as Hatfield Holccgnb
Architects, had reviewed the recannended bid awards. Therefore, Staff
rec�nded awarding of the bids for the Civic Center furniture, furnishings,
and equipnent consisting of Contracts C through O, Q through S, and
Alternate #2 in the total amount of $156,452.50 as listed:
