ORDINANCE NO. 92-63
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
'� OF GRAPEVINE, TEXAS AMENDING ORDINANCE
NO. 85-15, AS AMENDED, RELATING TO THE
THOROUGHFARE PLAN 1987-2030 OF THE CITY OF
GRAPEVINE, TEXAS; PROVIDING A SEVERABILITY
CLAUSE; DECLARING AN EMERGENCY AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the City Council adopted the Thoroughfare Plan on
March 17, 1987 upon the passage of Ordinance No. 87-15; and
WHEREAS, the City Council amended Ordinance No. 87-15 on
October 18, 1988 by adopting Ordinance No. 88-78; on March 21, 1989
by adopting Ordinance No. 89-26; on December 19, 1989 by adopting
Ordinance No. 89-93 ; on April 17, 1990 by adopting Ordinance
No. 90-25; on August 21, 1990 by adopting Ordinance No. 90-52; on
April 16, 1991 by adopting Ordinance No. 91-25; and on May 21, 1991
by adopting Ordinance No. 91-33 relating to the Thoroughfare Plan
by amending said plan relating to Nash Street; W. T. Parr Lane;
Summerfield Drive; removal of a Type F Collector between Roberts
Road and Cheek-Sparger Road; removal of Wall Street between State
r,..,.� Highway 114 east to Dove Road; reducing minimum right-of-way
requirement from 75' to 65' on Wall Street between Dove Road and
Spur 382 and reducing the travel lane width to eleven feet;
tir.�. deleting Parr Lane between Pool Road and State Highway 114; down-
grading North Main Street between Northwest Highway and Dove East
Extension, Node 470 to 472 and Node 472 to 473, from a Type E four-
lane collector roadway to a Type F two-lane collector roadway; and
by down-grading Pool Road, Nodes 437 to 440, 440 to 441 and 441 to
446, from a Type A Major Arterial (six-lanes with median) , to a
Type B Major Arterial (four-lanes with median) ; and
WHEREAS, the City Council desires to further amend Ordinance
No. 87-15 relative to the Thoroughfare Plan by amending said plan
relating to the reclassification of College Street; and
WHEREAS, the amendment to the Thoroughfare Plan contained
herein is in the best interest of the public and will further
enhance the health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
� Section 1. That all of the above premises are found to be
true and correct and are incorporated into the body of this
ordinance as if copied in their entirety.

Section 2 . That Ordinance No. 87-15, as amended, which
adopted the Thoroughfare Plan 1987-2030 is hereby amended as
follows:
"Down-grading College Street from Ball Street to Main
Street from a Type E, four-lane collector, to a Type F,
two-lane collector. "
Section 3 . That the City Secretary is hereby authorized and
directed to make the appropriate corrections to the Thoroughfare
Plan 1987-2030 in accordance with the terms of this ordinance.
Section 4 . If any section, article, paragraph, sentence,
clause, phrase or word in this ordinance, or application thereto
any person or circumstance is held invalid or unconstitutional by
a Court of competent jurisdiction, such holding shall not affect
the validity of the remaining portions of this ordinance and the
City Council hereby declares it would have passed such remaining
portions of the ordinance despite such invalidity or
unconstitutionality, which remaining portions shall remain in full
force and effect.
Section 5. The fact that the present ordinances and
regulations of the City of Grapevine, Texas are inadequate to
properly safeguard the health, safety, morals, peace and general
welfare of the public creates an emergency which requires that this
ordinance become effective from and after the date of its passage,
and it is accordingly so ordained.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of September , 1992 .
