Director of Community Develognent H. T. Hardy advised the subject 6_ acre ti
tract was located at the nartheast intersection af Ira E. Woods Avenue �
(S.H. 26) and Mustang Drive. The requested zoning change was fr�n "CN"
Neighborhood C�rcial Zoning District to "CC" Cc�nmunity C�rcial Zoning
,' District. He alsa advisec� the conditianal use permi�. for gasoline sales and
an autanated carwash in conjunction with the operation of a convenience store/
deli mart was for a 1."135 acre partion of the sub�ect trac�. �

Mr. J. M. William�, representi.ng Ms. Jherrie Logan {owner and operatar of the �
convenience store/deli-mart) , outlined the proposed use for the convenience �
store/deli mart. Mr. Philip Walker, of the T�as Am.erican Bank of Fort Worth, �
addressed the Ci�.y Council and the Planning & Zoning Coimtission as to their �
respect for Ms. Logan and their con£idence in her business operations.

During the discussion, canments and questions frcan the City Council and
Planning & Zoning Corrmission included rnunber of driveway cuts on S.H. 26, and
the concensus of the Council was a conditional use permit, if requested at a
later date, for off-premise beer constunption at the high school entrance,
would not be granted by the current Council.
Mayor Powers then inquired if there were guests present who wished to c�nt
either for or against the requested zoning change and conditional use permit.
There were none and there was no correspondence to report.
A motion to close the public hearing was then offered by Conmission MemUer
Martin and seconded by Commissioner Smith. The vote prevailed as follows:
Ayes . Engholm, Martin, Atchley, Meyer, Oliver, & S�nith
Nays . None
Absent: Cook
Council Member Spencer offered a motion to close the public hearing. The
motion was seconded by Mayor Pro Tem Ware and prevailed by the following vote: 3

Mayor Powers then announced the Planning & Zoning Conmission w�ould recess to ;

PRESIIVTATION, MANAGF�iVT AND PRODUCTIVITY STUDY �

The next item before the City Council was a presentation by LWFW Inc. Group �
relative to the Manage.m�ent and Productivity study conducted of the Public ?
Works and Parks & Recreation Departments and to take any necessary action. �
�:
Mr. Gary Thanpson, representing LWFW Inc. Group, briefly reviewed the quiding �
principles in conducting the Management and Productivity Study of the Public �
Works and Parks & Recreation Departments. He then introduced Mr. Bob Baskan, �
Project Manager, to present an overview of the study and the proposed �
organization of the Public Works and Paxks & Recreation Departrnents. ;
�

, Mr. Baskom noted significant opportunities to improve the effectiveness and �
; efficiency of the Public Works and Parks & Recreation Departments. They were: �
� determination of the scope of responsibilities to be carried out by each �
� function; establishment of service levels which recognize the costs associated $
� with supplying each level of service; and a move toward a more formal and �
� professional method of managing City business. Quantifiable savings available �
' through implementation of the study's recommendations could amount to x
I� approximately $250,000 in Parks & Recreation and $100,000 in Utilities. �
,
Mr. Baskom noted Park Maintenance costs could be reduced through productivity �
improvements and minor reductions in level of service provided. It was also
reccgm�ended the Director of Parks & Recreation familiarize Council with the �
subtle differences in the level of service and associated costs provided by �
Grapevine and other highly rated cities in the metroplex, then Council could �
establish a gark service level policy. `

It was noted the level of service in the Streets could be significantly �
improved at a lower total cost, long-term, through the recomnended changes in
the Street Degartment scope--the primary change being the establishment of a `
preventative maintenance program. It was rec�nded to focus on jobs the �
City does best and contract out for other jobs. �.
�

It was noted the more formal operating procedures recc�nended, along with the �
Work Management System, will provide Public Works and Parks & Recreation �
management with the information and tools required to refi.ne their operations �
as the City continues to grow and management gains e.xperience. Implementation
of the rec�ndations contained in the report will require approximately �
18-24 months. �.

During the lengthy presentation, discussion concerning Grapevine's level of �
service of parks should have been compared to cities surrounding Grapevine. �
LWFW noted it might be difficult to provide the current level of service as �
the City grows. E

There was no formal action taken by Council, City Staff has already begun to =
implement some of the reco��ended procedures as a result of the study. k

Planni.ng & Zoning C�nnissioner Ervin Meyer reported their reco�ndation for �"
approval of the Cc�rmunity Commercial District zoning request on 6± acres and �;
approval of the conditional use permit for gasoline sales and an autc�mated �
carwash in conjunction with the operation of a convenience store/deli mart.
Their vote was 4-0 with two abstentions. �'

After brief Council discussion regarding the Master Plan, the caption for the �
proposed ordinance granting the zoning change was read into the record. �

freight forwarding warehouses. The Comnission vote was 6-0. �

proposed Park Boulevard extension and signalization. The City Council �
expressed suppor� for the proposed rezaning with the retention of a `
professional office zoned buffer 200 feet in depth, exteriding frcxn the GTE �
building to the back of the first residential lo�. on the w�est side of Y
Brookside Drive. €'

During deli.laeratian, it was noted by City Attarney Jahn F. Boyle, Jr. that �`
there wr�uld need to be a precise legal description with a concept plan in �
final form suk:mitt.ed befare the zoning requsst could be va�.ed upon by Council. �
Therefore, no formal actian was taken by the City Council and the concensus
was to table the it�n until June 2, 1987. �
