The City Council of the City of Grapevine, Te.xas met in Special Session on
this the 5th day of June, 1986 at 7:00 p.m. in the Conference Rr�om, 413 Main
Street, with the following members present to-wit:

CALL TO ORDER
The meeting was called to order by Mayor Pawers.
BID Ain�RD, CURB AND GUTTER FOR METHODIST PARKING IrOT
The first order of business was for the City Council to award the bid for curb
and gutter installation at the Methodist Church parking lot joint project.
Public Works Director Jim Baddaker reviewed the bids for curb and gutter
installation and noted the wide range in the bids received. Mr. Baddaker
� rec�nded the bid be awarded to CRS Construction in the low bid amount of
$11,520.75. The Board of Zoning Adjustments had approved variances for
setback and landscaping regulations and parking land use on this tract.
A motion was made by Council Member Wilbarilcs to award the bid for curb and
gutter installation at the M�ethodist Church parking lot to CRS Construction
for their law bid of $11,520.75. Mayor Pro Tem Ware seconded the motion,
which prevailed by the ensuing vote:
Ayes . Powpxs, Ware, Dyer, Glynn, Spencer, & Wilbanlcs
Nays . None

The next iteqn before the City Council was to discuss the fluoridation of the
City's water supply and resulting liability.
Assistant City Manager Kelvi.n Knauf reported that discussion of this itgn was
not necessary and asked that this item be removed frcan consideration.
No formal action was taken by the City Council.

The next item of business was for the City Council to consider authorizing
construction easeqnent acquisition offers and payments, if accepted, for the
South Main Street improvenuents project, and subsequent resolutions authorizing
condemnation proceedings, if rejected.
Public Works Director Jim Baddaker reported that the City was responsible for
acquiring all necessary construction easeme.nts on seven (7) parcels of land
for the widening of South Main Street frcan Hudgins Street south to Fiwy. 114.
He noted the acquisition procedures must follaw the State and Federal require-
ments, which include the appraisa�s and fair-market value offers completed by
a private appraisal firm.

Mr. Baddaker then reviewed the proposed offers and payments, if accepted, for �

Public Works Director Jim Baddaker also rec�nded approval of individual �
resolutions authorizing condemnation proceedings on the said tracts if the �
offers were rejected, since the State Highway Departrnent had set a July 1, 4
1986 deadline for the acquisitions. Brief discussion follaaed, and Mr. �
Baddaker clarified for the Council tlzat the State Highway Departrnent was i
responsible for restoring all tP.mporary easements to their original condition. �
The caption of the proposed resolutions was presented for the record. i

Mayor Pro Teqn Ware made a motion to authorize construction easement �
acquisition offers and payments, if accepted, and approve the resolutions ;
authorizing condenmation proceedings, if rejected, on the said seven (7) ;
parcels. The motion was seconded by Council MemY�er Spencer and prevailed by
the ensuing vote: �

First reading of this ordinance was considered on June 3, 1986. The subject ;
tract was located on the northwest corner of Ea.st College Street and gnith ;
Street, with proposed. rezoning frcan "R-7.5" Single-Family to "PO" Professional ;
Office. Included in the ordinance were deed restrictions proffered by the �
applicant which grant (8) parking spaces fran the south side of College Street ;
to be utilized for the subject tract (as provided by Section 58A of the �
Ccxnprehensive Zoning Ordinance) . The Board of Zoning Adjust�ents had approved �
a perimeter landscaping variance on this property. t
