The City Council of the City of Grapevine, Texas met in Regular Session on
this the lst day of July, 1986 at 7:30 p.m. in tYie Council Ch�mUers, 413 Main
Street, with the following me.mbers present to-wit:

CALL TO ORDER
Mayor Powers called the meeting to order.
INVOCATION
The Invocation was delivered by Council Member Lynn Niedermeier.
CONSENT AGENDA
'� The first order of busi.ness was for the City Council to consider the consent
agenda items, which were deemed to need little discussion and w�ere acted upon
as one business item. Mayor Powers asked if there was any member of the
audience or the City Council who wished to remove an it�n fran the consent
aqenda for full discussion. Council Member Niedermeier requested that Consent
Item C relative to the speed limit on woest Dove Road be withdrawn for further
deliberation. This matter was placed on the agenda for discussion as New
Business It�n B.
Consideration of the Minutes
City Secretary recomnended approval of the minutes of the meetings of June 17
and June 19, 1986 as published.
Motion by Council Member Wilbanks and seconded by Council M�ember Niedermeier
to approve as rec�nded prevailed by the ensuing vote:

Nays: None
Appointment of City Health Authority
City Staff reca�nnended reappointment of Dr. Samuel L. Gladney as the City

Health Authority for a 2-year term frcan July 1, 1986 to June 30, 1988.
N1�tion by Council Nlember Wilbanks and seconded by Council M�ember Niedermeier
to approve as reccxm�ended prevailed by the ensuing vote:

The next order of business was for the City Council to consider award of the
bid relative to landscaping at the library building and take any necessary
action.

Parks & Recreation Director Kevin Conklin advised that bids had been received i
as follows for the landscape developnent at the new library building on South �
Main:

Mr. Conklin noted Staff investigation resulted in a reconmendation that the
contract be awarded to the low bidder, Landworks of Texas.
Discussion of the matter ensued. The possibility of postponing the bid award
and landscape work until fall was suggested, and several of the bid ,
specifications (container grown trees and hydraulic sprinkler system) were
discussed. The general concensus of the Council agreed to postpone planting ,
of the trees until September.
A mr�tion was then offered by Mayor Pro Tem Ware to award the bid for the
library landscape develognent to Landw�rks of Texas for their low bid amount
of $26,716.79. Council Member Glynn seconded the mr�tion, which prevailed by
the following vote: �

ORDINANCE, ESTABLISH 40 M.P.H. SPEID LINIIT ON WEST DOVE ROAD

The next it�n before the City Council was to consider an ordinance establish- ;
ing the speed limit on the western end of Dove Road frcan Kimball Road to Park '
Boulevard. This item had been removed frcm the consent agenda. �
�
Police Chief H. A. Deggans advised the 85th percentile speed on Dove Road �
between Kimball Road and Park Boulevard had been found to be 40 miles per ',
hour. It was the rec�ndation of himself and Public Works Director Jim
Baddaker that the speed limit along this new section of roadway from Kimball '
to Cimarron Trail be established at 40 m.p.h. with a transition to 30 m.p.h. ;;
betw�een Cimarron Trail and Park Boulevard. _
Topics of discussion during the ensuing deliberation included the school zone s
designation through this area and whether or not the proposed speed limit was =
too high. _

Council Member Glynn offered a motion, which was seconded by Council Member ;
Spencer, that the ordinance establishing the rec�nded speed limit be s

DISCUSS STATE HIC�iWAY 121 NORTH STATUS & PRESENTATION TO STATE HIGH4�Y
DEPARTNIENT
The next order of business was for the City Council to discuss presentation of
the State Highway 121 plans to the State Highway Departznent and take any
necessary action.
Mayor Pow�rs advised that North S.H. 121 into Lewisville had been designated
by the State Highway Departrnent as a rural expressway status. He expressed
fi concern for this designation and compared the rural expressway status to the
freeway designation, which w�uld provide increased traffic safety with the
proper overpasses and would require less right-of-way acquisition. The Mayor
also reported the recomnended Highway 121 design proposal of Grapevine,
Coppell, & Flow�er Mound was to be presented to the State Highway Departznent on
July 23, 1986.
This issue was then discussed. Mayor Pawers reguested Council authorization
to obtain the services of traffic consultants DeShazo, Starek, & Tang and
attorney David Dean, in addition to the City's awn legal counsel, to assist in
the Austin presentation. Proposed cost estimated at $10,000 to be shared
by Grapevine, Coppell, and Flawer Mound. It was also his intent to request
the Highway Comn.i.ssioners consider changing the designation of this project
frc�n rural expressway to freeway status.
There was no formal action following deliberation of the matter. The general
concensus of the Council agreed with the Mayor's proposal and so authorized
him to obtain stated traffic and legal expertise.
DISCUSS CIVIC C:EL�7TER, PRELIMINARY FT�UOR PLAN
The next it�n before the City Council was to consider the Civic Center project
and take any necessary action.
Council M�ember Glynn, Chairntian of the Facilities Comnittee, review�d the
�� preliminary floor plan of the proposed civic center. He noted the total
square footage figure of 22,354 s.f., with an all-purpose meeting roan of
apprcix�mately 9,000 square feet, was less than what had been originally
reccxmiended due to m�netary reasons.
During the ensuing discussion, potential uses of the building were noted, as
well as the possibility of adapting one room, through acoustical design, for
musical performances.
The general concensus was favorable to the preliminary plan and to authorizing
the architect to proceed with the project. No formal action was taken by vote
of the Council.
MISCELI,ADIDOUS REPORTS AND/OR DISCUSSION
The success of Texas Wagon Train Day on June 29 was noted during miscellaneous
discussion. Appreciation and thanks w�ere expressed to City employees for
their assistance and cooperation and to the Sesquicentennial Cce�mittee members
for coordination of the event.
Council Member Spencer inquired about the July 8 public hearing in Richardson
concerning central appraisal districts. It was determined that Mayor Powers
would attend on behalf of the City of Grapevine. The City's position
regarding central appraisal services was then discussed.
It was noted that adequate liability insurance had been obtained by the
display campany for the firewr�rks scheduled at Mustang Staditun on July 4.
Mrs. Spencer also reported a develognent problem west of Scribner Street
betw�een Wall Street and West Northtaest Highway. After discussion of the
matter, Mayor Pc�w�ers advised he would contact the property awner, Richard
Eakins, to resolve the issue.
Council Member Glynn briefly noted the Golf Course Advisory Canmittee meeting
on June 26, 1986.

The deliberations of the City Council having been concluded, a motion to
adjourn the meeting was offered by Mayor Pro Tem Ware and seconded by Council �
