HomeMy WebLinkAboutORD 1966-039 ORDINANCE NO. 66-39 AN ORDINANCE AMENDING TITLE 8 , CHAP- TER 3, SECTIONS l , 2, 3, 4, S, 6, 7 AND 8 OF THE CITY CODE OF THE CITY OF GRAPEVINE , TEXAS, ESTABLISHING THE REQUIREMENTS FOR THE CONSTRUCTION OF STREETS, CURB AND GtTTTERS AND DRAINAGE SYSTEMS WITHIN THE CITY OF GRAPEVINE, � ", TEXAS. PLANS, SPECIFIC�tTIONS AND SUPER�ISION. � BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: .�,,,.� SECTION I. PLANS: (A) The Developer shall submit to the City of Grapevine for their approval the proposed plans for the construction of the stxeets and drainage facilities in the City of Grapevine. The plat of the proposed addition shall be dzawn to a scale of one inch equals two hundred feet (1"=200' ) , showing all property lines, lots, blocks, streets with dimensions and curb locations. A contour map to a scale of one inch equals fourty feet (1"=40' ) with contours at one foot (1 ' ) intervals shall also be submitted. The plans shall include profiles on City Datum of all curb grades for all pzoposed streets on a scale of 1"=40' . (B) Where drainage systems are necessary in the opinion of the City of Grapevine, the Developer shall prepare plans showing dra�nage areas, size of lines required and profiles of such pipe lines or concrete lined ditches which may be used outside of dedicated streets for lines having capacities ovez that of a 48" pipe size. (C) All plans shall be prepared by a Registered Professional Engineer at the e�cpense of th� Developer and the cost of all construction � a shall be paid for by the Developer. All plans shsll be approved by the City of Grapevine prior to construction. �'-� a ordance with re uirements (D) Border streets shall be paved in cc q for other streets within the development on either of the following methods: 1. Border streets may be improved by the developer at his expense without curb and gutter on .outside of paving ad- jacent to property not owned by developer. 2. Border streets may be improved on an assessment basis as required by the City, with curb and gutter on both sides of the street. The property owners cost shall be distri- buted equally to adjacent property oumers. SECTION II. FINANCING: (A) The developer shall employ a construction contractor who is approved by the City of Grapevine. (B) The developer shall require the contractor to furnish a per- formance bond in the name of the City of Grapevine for 100 per cent of the contract price of the facility, said performance � bond to be furnished to the City before. work is commenced. ~� (C) The developer shall require the contractor to furnish to the City, prior to making final payment, a written one-year guarantee against defects in materials and/or workmanship of all facilities constructed. (D) The developer shail require the contractor to furnish to the City satisfactory carriage of insuzance in accordance the City's , standard requirements of contractors doing work for the City. Page 1. (E) The developer shall require the contractor to furnish to the City, before beginning paving construction, a maintenance bond to cover the paving for a two-year period after acceptance of the paving by the City. The form of the bond shall be approved by the City. SECTION III. OWNERSHIP AND MAINTENANCE: �` i (A) All street paving installed in connection with the development, within dedicated streets, shall be antl shall remain the property � of the City and, after expiration of the maintenance bonds, shall �� be maintained by the City. SECTION IV. SPECIFICATIONS FOR STREETS USING 1�5" ASPHALTIC CONCRETE SURFACING: 1. Street Width - (a) Width of streets shall be a minimum of thirty-one feet (31 ' ) back to back of curbs and for secondary and major thorough- fares shall be of such additional widths as required by the City. 2. Sub-Grade - (a) All clearing and grubbing shall be to a depth of not less than one foot (1 ' ) below sub-grade. (b) Subgrade shall be scarified to a minimum depth of four inches (4") and re-compacted to a minimum density of 90% standard proctor. If natural subgrade has a P.I. of 25 or � c,feater, it shall be treated wi�h lime. If sufficient depth of suitable subgrade material is not available; it shall be removed and zeplaced with suitable material. 3. Flexible Ba,se - �=� (a) A mimimum of seven and one-half inches (7z") of flexible base material consisting of Crushed Stone shall be compacted to a mir►imum density of 959b standard proctor. All materials and �`°'�" construction shall be in accordance with the requirements of Texas Highway Department specifications Item 242. 4. Surfacing - (a) After completion of the flexible base and prior to surfacing, there shall be applied to the surface of the base an asphaltic prime coat complying with the requirements of Texas Highway Depaztment specifications Items 300 and 310, at a rate of 0.20 to 0.30 gallons per square yard. (b) Af ter the prime coat has been absorbed by the base it shall be surfaced with a minimum of one and one-half inches (12") of Hot Mix Asphaltic Concrete, Type "D", complying with the requirements of Texas Highway Department specifications, Item 340, with coarse aggregate limited to crushed lime stone. SECTION V. SPECIFICATIONS FOR STREETS USING 6" ASPHALTIC CONCRETE SURFACING: 1. Street 4didth - (a) Width of streets shall be a minimum of thirty-one feet (31 ' ) back to back of curbs and for secondary and major """""� thoroughfares shall be of such additional widths as required � by the City. 2. Flexible Base - ""�a� (a) A minimum of three inches (3") of Sandy Gravel with the P. I. not exceeding 12. Compacted to a minimum density of 95� stand- '�� ard proctor. All construction shall be in accordance with the requirements of Texas Highway Department specifications Item 242. 4. Surfacing - (a) After completion of the flexible base and prior to surfacing, there shall be applied to the surface of the base as asphaltic prime coat complying with the requirements of Texas Highway Department specifications Items 300 and 310, at a rate of 0.20 to 0.30 gallons per square yard. (b) After the prime coat has been absorbed by the base, it shall be surfaced with a minimum of six inches (6") of Hot Mix Asphaltic Concrete, Type "D", to be layed in three seperate layers. The first layer to be a minimum of two and one-half inches (2�") in thickness, second layer to be two inches (2") in thickness, the la5t and final layer to be one and one-half inches (1�") in thickness totaling the three layer to make six inches (6") of Hot Mix Asphaltic Concrete, Type "D", complying with the re- quirements of Texas Highway Department Specifications, Item 340, with coarse aggregate limited to crushed lime stone. SECTION VI. SP�CIFICATIONS FOR STREETS USING CONCRETE SURFACING: """°"`" 1. (c) Concrete surfecing shall be constructed on a two inch (2") minimum sand cushion. 3. Surfacing - (a) Concrete shall not be less than five inches (S") in thickness, reinforced with No. 3 bars of steel on twenty-four inch (24") centers both ways. The concrete shall consist of not less than five (5) scks of portland cement per cubic �,�ard, complying with the requirements of Texas Highway Department Specifications, �" Item 360. i�, SECTION VI I. CURB ANu GUTTERS: 1. Curb and gutters shall be constructed as a unit with �attered curbs not less than six inches (6") high and eighteen inches (18") wide gutters not less than six inches (6") in depth and reinforced with three #3 bars of reinforcing steel running longitudinally, two in curb section and the third in the gulter section. Concrete shall consist of not less than 5 sacks of portland cement per cubic ya�d and the surface shall be trowled with a steel trowel and Page 3. finished by brushing transversely with a wet brush. The curb and gutter shall be constructed on a two inch (2") minimum sand cushion. SECTION VIII. VALLEY GUTTERS: 1. Concrete valley gutters not less than six feet (6' ) in width shall be constructed at street intersections or other locations +�""° where necessary as required by the City to carry drainage across the streets. Concrete shall not be less than six inches (6��) in ; thickness, reinforced with No. 3 bazs at twenty-four inches (24") �� centers both ways and comply with same requirements as specified for curb and gutters. SECTION IX. SUPERVISION: 1. All construction shall be under supervision and meet with the approval of the City of Grapevine or by a person or firm so de- signated by the City. SECTION X. WAIVER: 1. Whenever in the discretion of the City it would work an undue hardship on a developer or other person to enforce the provisions herein, the City may waive the regulations and requirements set forth therein and grant building permits conditianed that the City will not be obligated to maintain such streets as are not built up to the standards called for herein until such streets are built up to the standards. Plats of subdivisions may like- wise be approved by the City although the streets located herein do not and will not meet the regulations and requirements set forth, also conditioned that the City will not be obligated to maintain such streets until such streets are built up to the specified standards. �� SECTION XI. REPEALED: 1. All ordinances or parts of ordinances in conflict herewith be � and the same are hereby repealed. This ordinance having been read on two several days, i.e. December 20 , 19 66 , and January 3, , 1967 , is now finally passed and approved on this the r day of January , 19fi7 , by an affirmative vote of all members present.
