HomeMy WebLinkAboutORD 1986-031 ORDINANCE NO. 86-31 AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, AMENDING CHAPTER 23, SECTION 26, OF THE CITY CODE OF GRAPEVINE, TEXAS, BY SPECIFYING THE REASONABLE AND PRUDENT SPEED FOR PUBLIC STREETS AND ALLEYS � < WITHIN THE CITY; AMENDING CHAPTER 23, SECTION 30 BY ADDING STOP SIGNS AT CERTAIN LOCATIONS DESCRIBED HEREIN; AMENDING CHAPTER 23, SECTION 63 BY PRO- � HIBITING PARKING AT CERTAIN LOCATIONS DESCRIBED HEREIN; AUTHORIZING THE EREC- TION OF TRAFFIC REGULATION SIGNS; REPEALING CONFLICTING ORDINANCES; PRO- VIDING A PENALTY NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200. 00) AND A SEPARATE OFFENSE SHALL BE DEEMED COM- MITTED UPON EACH DAY DURING OR ON WHICH A VIOLATION OCCURS; PROVIDING A SEVER- ABILITY; AND DECLARING AN EMERGENCY NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS : Section 1 . City Code Chapter 23, Section 26, Speed Limits on Certain Public Streets. Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of Section 167 and 169 Article XIX, V.T.C.S. , 6701d, Uniform Act Regulating Traffic on Highways, the following prima �" facie speed limits are hereafter indicated for vehicles and are hereby determined and declared to be reasonable and safe; and such speed limits are hereby fixed at the rate of speed indicated �`"' for vehicles traveling upon the named public streets and highways, or parts thereof, of the City, said speed limit to be in force and effect unless otherwise limited as prescribed by the provisions of this ordinance. The streets and highways hereby regulated, and the maximum prima facie speed limits thereof, are as follows : TRAIL LAKE ESTATES SUBDIVISION A. On Trail Lake Drive from the intersection of Kimball Road to the intersection of Summit Ridge, at 20 miles per hour. B. On Sweet Briar from the intersection of Kimball Road to the intersection of Summit Ridge, at 20 miles per hour. " C. On Roaring Springs from the intersection of Kimball Road to the intersection of Scenic Drive, at 20 miles per hour. "�' ` D. On Willow Creek Drive from the intersection of Kimball Road to the intersection of River Crest, at 20 miles per hour. �-,.�:� E. On River Crest from the intersection of Roaring Springs to the intersection of Summit Ridge, at 20 miles per hour. F. On Summit Ridge from the intersection of River Crest to the intersection of Scenic Drive, at 20 miles per hour. G. On Scenic Drive from the intersection of Roaring Springs to the intersection of Summit Ridge, at 20 miles per hour. Section 2. That the City Code of the City of Grapevine, Texas, Chapter 23, Section 30, is hereby amended by adding a stop sign at the following described location: TRAIL LAKE ESTATES SUBDIVISION A. On westbound River Crest at Willow Creek Drive. �,,=� Section 3. That the City Code of the City of Grapevine, Texas, Chapter 23, Section 63, is hereby amended to include the following No Parking designations : ��`� A. CHURCH STREET, west side, no parking between Dallas Road and West Nash Street. B. PINE STREET, east side, no parking between Dallas Road and a point 200 feet south. C. DOOLEY STREET, west side, no parking between East Northwest Highway and East Wall Street. Section 4 . That the City Manager, or his agent, is hereby authorized to have the proper traffic signs erected, constructed, and placed at such points along said highways, streets, or alleys, or portions thereof under construction, maintenance, or repair, so that travelers will be reasonably notified of said traffic regulations. Section 5 . That all ordinances or any parts thereof in conflict with the terms of this ordinance shall be and hereby are deemed repealed and of no force or effect provided, however, that the ordinance or ordinances under which the cases currently filed �' and pending in the Municipal Court of the City of Grapevine, Texas, shall be deemed repealed only when all such cases filed and pending under such ordinance or ordinances have been disposed �"'� of by a final conviction or a finding not guilty of nolo con- tendere, or dismissal. Section 6 . Any person, firm, or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction in the Municipal Court, shall be fined in an amount not to exceed the sum of Two Hundred Dollars ($200 . 00) for each offense and a separate offense shall be deemed committed upon each day during or on which a violation occurs. Section 7. If any section, paragraph, subdivision, clause, phrase, or provisions of this ordinance shall be judged invalid or unconstitutional, the same shall not affect the validity of this ordinance as a whole or any portion thereof other than that portion so decided to be invalid or unconstitutional. Section 8. The fact that the traffic regulations of the City of Grapevine, Texas do not adequately regulate the traffic within the City creates an urgency and an emergency and the preservation of the public health, safety, and welfare requires that this ordinance shall take effect immediately from and after �°�' its passage and the publication of the caption of said ordinance as the law and the City Charter in such cases provides. �� PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 6th day of May, 1986.
