h AN ORDINANCE CALLING BOND ELECTION
AND PROVIDING AND FIXING DETAILS

CITY OF GRAPEVINE �
WHEREAS, the City Council has determined that an election should forthwith
be calfed and held in the City of Grapevine, Texas, for fihe purpose of submitting
Propositions for the issuance of bonds of said Cifiy for purposes hereinafter set forth;
and •
WHEREAS, it is hereby officiafly found Und determined that this Ordinance
relates to the immediate preservation of the public peace, health and safety and
is an emergency measure, the proceeds from the bonds herein submitted to an election
being required as soon as possible and without delay for necessary and urgently
needed public improvements; that the meeting afi which fihis Ordinance is consid�red
is open to the public as required by law; and that public notice of the time, pEace,
. and purpose of said meeting was given as required by Article 6252-17, V.T.C.S.,
as amended;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE:
1. Thafi an election shall be held in and throughout fihe City of Grapevine,
� Texas, on fihe 25th day of September, 1976, which is not fess than fifteen days or
more than thirty days from tl�e date of this Ordinance, at which election the following
propositions shall be submitted:
PROPOSITION NO. 1
"Shall the City Council of the City of Grapevine, Texas, be
authorized to issue genera( obligation bonds of said City in the amourt
of $1,000,000.00, mafiuring serially in such installments as may be
fixed by i-he City Council, the maximum ma�urity being not more than
forty (40) years from their date, to be issued and sold at any price or
prices and to bear interest at any rafie or rates as shall be determined
within the discretion of the City Council at the time of issuance, for
the purpose of providing funds for permanent public improvements, to-wit:
improving and extending said city's waterworks system, and to'provide
for the payment of the principaf of and interest on said bonds by levying
a tax sufficient to pay the annual interest on and to create a sinking fund
sufficient fio redeem said bonds as they become due?"

PROPOSITION NO. 2
� � "Shall the City Council of the City of Grapevine, Texas, be author'rzed
to issue general obligation bonds of said City in fihe amount of $300,000,
maturing serial ly in such installmenfis as mc�y be fixed by the City Counci l,
fihe maximum maturity being not more than forty (40) years from their date,
to be issued and sold at any price or prices and to bear interest at any rafie
or rates as shall be determined within the discrefiion of the city council afi
fhe time of issuance, for the purpose of providing funds for permanenfi p�blic
improvements, to-wit: improving and exi-ending said city's sanitarysewer
system, and to provide for the payment of the principal of and interest on
said bonds by levying a tax sufficient to pay the annval interest on and to
create a sinking fund sufficient to redeem said bonds as they become dve?"
PROPOSITION NO. 3
"Shall the City Council of the City of Grapevine, Texas, be authorized
to issue general obligation bonds of said City in the amount of $750,000,
mafiuring serial{y in such inst'allments as may be fixed by the City Council
the maximum maturity being not more than forty (40) years from their date,
to be issued and sold at any price or prices t�nd to bear interest at any rate
or rates as shall be determined within the discretion of the City Council at
� the time of issuance, for the purpose of providing funds for permanent public
improvemenfis, to-wit: to construct, develop and equip a municipal golf
�" ` course and to provide for the payment of the principal of and interest on said
bonds by levying a tax sufficient to pay fihe annual interest on and fio create
a sinking fund sufficient to redeem said bonds as they become due?"
PROPOSITION NO 4
"Shall the City Council of the City of Grapevine, Texas, be aufihorized
to issue generat obligation bonds of said City in the amount of $100,000,
maturing seria(ly in such installments as may be fixed by the City Council,the
maximum maturity being not more than forfiy (40) years from their date, to be
issued and sold at any price or prices and to bear interest at any rate or rates
as shall be determined within the discrefiion of the City Council at the time
of issuance, for the purposs of providing funds for permanent public improvemsnts,
to-wit: to acquire a site for and construct, improve and equip a police station,
which police stafiion may include jail faci(ities and to provide for the payment
of the principal of and interest on said bonds by levying a fiax sufficient to pay
the annual interest on and to create a sinking fund suff'rcient to redeem said
bonds as fihey become due?"

2. That the entire City shall constitute one election precinct, and
the election shall be held at the Central Fire Station, 215 South Main Street,
� � Grapevine, Texas, and the following persons are hereby appointed officers to
conduct said election, to-wit:
Frances Goad , Presiding Judge, and
Martha Clu�k , Alternate Presiding Judge,
The Presiding Judge shall appoinfi not less than two nor more than six quafified
elecfiion clerks to serve and assist in the conduct of said election, provided that
if the Presiding Judge named above acfivally serves as expected, the Alternate
Presiding Judge shall be one of such clerks,
By approving and signing this Ordinance the Mayor of said City officially
confirms this appointment of the aforesaid election officers to serve at said election;
and by passing this Ordinance the City Council of said City approves and concurs in
the appointment of the aforesaid election officers.
3, That vofiing at and on the date of said election sha11 be by the use
of paper bal(ots, and the preparation of said bal�ots shall conform to the Texas
, Election Code, as amended, and said ballofis in the place for voting shall have

TO ACQUIRE A SITE FOR, AND CONSTRUCT, IMPROVE
AGAINST AND EQUIP A POLICE STATION
AS TO EACH PROPOSITION, a square shal! be printed on the
leffi of each of the words "�or" and "Against" and each elector sholl place an
"X" in the square beside the statement indicating the way he wishes to vote.
4. That, as to absentee voting for said election, paper ballofis shall be
used, and such absentee voting shall be conducted by the City Secretary, who
is hereby appointed the Clerk for Absentee Voting, afi the City Secretary's office
in the City Hall of Grapevine, Texas. For the period absentee voting for said
election is permitted by law, the Clerk shall keep said office open for absentee
voting during regular working hours on each day except Saturday, Sunday and
official State holidays, The absentee ballofis for said election shall conform
to the requirements of the Texas Elecfiion Code, as amended, and so as to permit
the electors to vote "FOR" or "AGAINST" and each elector shall place an
"X" in the square beside the stafiement indicating the way he wishes fo vot�.
5, All resident, qualified electors of the City sha(I be permitted to vote
T at said election. In addition, the election materials�enumerated in S. B, 165,
Acts of the 64th Legislature, Regular SEssion, 1975, shali be printed in both
�:; . English and Spanish for use at the polling place and for absentee vofiing for said
election.
6. That notice of said election shall be given by posting notice containing
a substantial copy of this Ordinance at t!� City Hall and at two other public
places within the City not less than 14 days prior to the dafie upon which said .
election is to be held, and by publication of said notice on the same day in each �
of two successive weeks in a newspaper of general circulation in said City, the
date of the first publication to be not less than 14 days prior to the date szt for
said election.
7. That the City Council, as aforesaid, het�by finds fihat this Ordinance �
refates to the immediate preservation of the public peace, health or safety and
is an emergency measure, the proceeds from the bonds herein submifited to an

be and become effective immediatel y upon its adoption and execution,
PASSED, APPROVED AND EFFECTIVE this 7th day of Sepfiember, 1976.
