HomeMy WebLinkAboutORD 2022-069ORDINANCE NO. 2022-069 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROPRIATING $800,000 IN CAPITAL PROJECTS GENERAL FACILITIES FUND AND $150,000 IN THE SPECIAL REVENUE FUND; TRANSFERRING $800,000 FROM THE CAPITAL PROJECTS GENERAL FACILITIES FUND AND $150,000 FROM THE SPECIAL REVENUE FUND TO THE GRANTS FUND; INCREASE ESTIMATED RECEIPTS IN THE GRANTS FUND IN THE AMOUNT OF $950,000; AND APPROPRIATING $1,900,000.00 IN THE GRANTS FUND FOR THE STATE HIGHWAYS 26/121 LANDSCAPE ENHANCEMENTS PHASE VI AND VII PROJECT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of Grapevine desires to make landscape improvements along State Highway 26 from Texan Trail to the State Highway 121 frontage road terminating at the Farm to Market Road 2499 overpass; and WHEREAS, funding for this project has reimbursable portion through the approved Local Advance Funding Agreement with the Texas Department of Transportation; and WHEREAS, the City's portion of the project will come from the Capital Projects General Facilities Fund and Special Revenue Fund; and WHEREAS, the remaining funding of the project will be provided by the Texas Department of Transportation (TxDOT) and the Governor Community Achievement Award; and WHEREAS, approval of this ordinance will make funds available for the total State Highways 26/121 Phase VI and VII project in the amount of $1,900,000.00 in the Grants Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of the ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is inthe best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby appropriates $800,000 in the Capital Projects General Facilities Fund and $150,000 in the Special Revenue Fund. Section 3. That the City Council transfers $800,000 from the Capital Projects General Facilities and $150,000 from the Special Revenue Fund to the Grants Fund. Section 4. That the City Council increase estimated receipts in the Grants Fund in the amount of $950,000. Section 5. That the City Council appropriates $1,900,000.00 in the Grants Fund for the State Highways 26/121 Landscape Enhancements Phase VI & VII Project. Section 6. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine pending concurrence from the Texas Department of Transportation. Section 7. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
